Objectives

The primary objective of the tender is to construct and upgrade water infrastructure in Chavani and surrounding villages. This includes refurbishing and expanding bulk water supply pipelines, storage reservoirs, and pump stations to ensure efficient, reliable, and sustainable water delivery, with an emphasis on using labour-intensive methods where applicable.

Scope

The scope encompasses the provision of approximately 15 km of steel pipelines (Ø350mm & Ø300mm), construction of reinforced concrete reservoirs (4ML capacity), installation of valves, air valves, flow control, and scour valves, as well as the construction and refurbishment of pump stations. The work includes trench excavation, pipeline laying, backfilling, testing, reinstatement of surfaces, and installation of mechanical and electrical equipment.

The project is located in Makhado and Collins Chavani Local Municipalities within the Vhembe District, with detailed site and locality information provided. The scope also involves coordination with existing services, obtaining permits, and ensuring minimal disruption to the community and environment.

Technical Requirements

• Construction of steel pipelines (Ø350mm & Ø300mm) with specified standards (SANS 1200 series, BS, ISO, etc.) including joints, fittings, and corrosion protection.
• Installation of reinforced concrete reservoirs (4ML), with specified thickness, waterproofing, disinfection, and testing procedures.
• Mechanical installations including pumps, pipework, valves, and associated accessories, with detailed performance guarantees and testing (hydrostatic, operational, and performance tests).
• Electrical installations comprising MCCs, motor control, telemetry, power supply, and control devices, complying with relevant standards (SANS, IEC, UL, NEMA). Includes submittals, testing, commissioning, and training.
• Implementation of environmental management, safety, and health protocols, including risk assessments, safety plans, and compliance with legislation (OHSA, NEMA, etc.).
• Use labour-intensive methods for trenching, backfilling, reinstatement, and other activities where feasible, with specific specifications for materials and procedures.
• Provision of site facilities, security, signage, and community liaison as per specifications.

Skills Requirements

• Proven experience in constructing bulk pipelines, reservoirs, pump stations, and electrical systems, with references and completion certificates for projects valued at R60 million or above.
• Registered CIDB contractor with a minimum grading of 8CE or higher, including joint ventures with registered entities.
• Qualified project management team including a contract manager (minimum 5 years experience), site supervisor, health and safety officer, and technical personnel with relevant qualifications (e.g., BSc/BTech in Civil Engineering, diplomas, or equivalent).
• Specialist skills in pipeline welding, corrosion protection, concrete works, electrical and mechanical installations, and telemetry systems, with certification and proof of competency.
• Labour skills in labour-intensive construction techniques, including training targeted community members and unskilled labourers, with documented training programs and CVs.
• Environmental, health, and safety management skills, including risk assessment, safety planning, and compliance monitoring.
• Experience in project planning, programming, and coordination with multiple disciplines and stakeholders, including community liaison and permit acquisition.
