Objectives

The primary objective of the project is to refurbish and upgrade the water infrastructure (including bulk supply, storage, and reticulation) in Chavani and surrounding villages to ensure efficient water delivery and sanitation services. The project aims to construct new bulk water pipelines, refurbish existing facilities, and provide reliable water reticulation networks to meet the community's needs.

Scope

The scope of work includes:

• Provision of bulk water supply infrastructure with pipelines ranging from Ø75mm to Ø160mm, including pipes, valves, air valves, flow control, and non-return valves.
• Construction and refurbishment of concrete reservoirs and pump stations.
• Installation of house and yard connections, including excavation, backfilling, and reinstatement of surfaces.
• Provision of temporary works, site facilities, and safety measures.
• Implementation of environmental management, health and safety, and community liaison activities.
• Coordination with existing services and obtaining necessary permits and wayleaves.
• Construction of valve chambers, pipe crossings, and other ancillary structures.
• Testing, commissioning, and handover of the completed infrastructure.

Technical Requirements

The technical requirements specify that:

• All work shall comply with relevant standards including SANS, BS, ISO, and local regulations.
• Pumps shall be of high quality, suitable for continuous operation, with stable non-overloading characteristics, and capable of operating at ambient temperatures of 40°C.
• Pump casings shall be manufactured from cast iron or steel, with appropriate pressure ratings and corrosion protection coatings.
• Electrical installations shall conform to SANS 10142, with MCCs rated for 400V or higher, equipped with appropriate protection, monitoring, and control devices.
• All pipelines shall be installed with proper bedding, jointing, and testing, including hydrostatic and watertightness tests.
• All construction activities shall adhere to safety, environmental, and community liaison standards, including proper signage, traffic management, and site facilities.
• Water and sewer services shall be installed and maintained in accordance with local bylaws and standards.

Skills Requirements

The tender specifies that:

• Contractors must have a minimum CIDB grading of 8CE or higher, with proven experience in water infrastructure projects valued at R60 million and above.
• Key personnel such as project managers, site agents, and supervisors must possess relevant qualifications, including BSc/B.Tech or National Diplomas in Civil Engineering, with certified copies of qualifications attached.
• Supervisory staff must have completed or be registered in skills programs aligned with NQF levels 2, 4, or higher, with documented proof of training.
• Labour-intensive work shall employ targeted community members, including unskilled and semi-skilled workers, with formal training provided by accredited institutions.
• All personnel involved in health, safety, and environmental management must be trained and certified according to relevant legislation and standards.
• Contractors must demonstrate capacity through previous project experience, financial stability, and provision of plant and equipment, with proof of ownership or hire arrangements.
