Objectives

The primary objective of this tender is to establish a contract for the analysis of coal samples at Arnot Power Station on an "as and when required" basis over a period of 60 months. The contract aims to ensure continuous monitoring and analysis of coal parameters to support plant performance, compliance with Eskom standards, and regulatory requirements.

Scope

The scope of work includes:

• Provision of laboratory services for coal sample analysis, including sample preparation, collection, and transport.
• Analysis of various parameters such as Particle Size Distribution, Total Moisture, ISO Ash Content, Volatile Matter, Calorific Value, Total Sulphur, Ash Fusion Temperature, Hardgrove Index, Abrasive Index, and others.
• Supply of different sample sizes (e.g., 60g, 1kg, 2kg, 50kg) at specified intervals (monthly, bi-monthly, quarterly).
• Preparation and submission of trend reports based on analysis results.
• Compliance with Eskom’s safety, health, environment, and quality standards.
• Adherence to ISO/IEC 17025 accreditation standards and SANAS certification requirements.
• Participation in proficiency testing schemes and provision of related accreditation certificates.
• Implementation of safety, environmental, and operational procedures on-site.

Technical Requirements

The technical requirements include:

• Laboratory accreditation to ISO/IEC 17025 and SANAS certification.
• Provision of a 5-year Proficiency Testing (PT) plan with an accredited provider, including Z-score analysis.
• Availability of calibrated equipment and maintenance records.
• Qualified personnel with proven experience in coal analysis.
• Development and submission of a Contract Quality Plan (CQP) and Quality Control Plan (QCP) for approval.
• Compliance with Eskom’s SHE standards, safety regulations, and site access procedures.
• Accurate and timely reporting of analysis results, with reports submitted within 24 hours of analysis completion.
• Proper handling, storage, and disposal of samples and waste in accordance with legislation.
• Implementation of environmental management systems and reporting during audits.

Skills Requirements

The tender requires:

• Certified and experienced laboratory personnel with expertise in coal analysis techniques.
• Knowledge of ISO/IEC 17025 standards and SANAS accreditation processes.
• Proficiency in operating and maintaining laboratory instrumentation.
• Ability to develop and implement quality management and assurance plans.
• Strong safety awareness and compliance with Eskom’s SHE policies.
• Effective communication skills for reporting and coordination with Eskom staff.
• Experience in participating in proficiency testing schemes and interpreting Z-score results.
• Capability to respond promptly to emergency analysis requests and site safety protocols.
