Objectives

The primary objective of this tender is to appoint a contractor(s) to undertake area-based infrastructure repairs and maintenance for coastal stormwater and catchment management in the Central Region of eThekwini Municipality over a period of 36 months. The contract aims to facilitate urgent, emergency, and scheduled repairs to stormwater infrastructure, river systems, culverts, gabion protections, and related civil works, ensuring the resilience and safety of stormwater and catchment systems against adverse weather, flooding, erosion, and infrastructure failures.

Scope

The scope encompasses:

• Upgrading and repairing stormwater pipes, culverts, gabion protections, concrete canals, weirs, and related structures.
• Emergency and unscheduled works including flood damage, erosion control, slope stabilization, and infrastructure failures.
• Construction, repair, and reinstatement of headwalls, manholes, inlets, and drainage structures.
• Proving existing services, diverting water courses, and managing environmental and safety requirements during construction.
• Installation of geotextile blankets, gabion walls, HDPE pipes, and other structural elements.
• Site clearance, removal of existing infrastructure, and reinstatement of disturbed areas including roads, dunes, embankments, and vegetation.
• Monitoring, testing, and quality assurance of materials and works.
• Coordination with service providers, traffic accommodation, and environmental management.

Technical Requirements

The technical requirements include:

• Adherence to the eThekwini Municipality’s Standard Engineering Specifications and Particular Specifications.
• Compliance with Occupational Health and Safety Regulations, including submission of safety plans and certificates.
• Use of approved materials such as HDPE pipes, geofabric, gabions, bricks, and sealants conforming to specified standards.
• Implementation of geotechnical investigations, site setting out, and as-built surveys by qualified professionals.
• Provision of detailed programmes, method statements, traffic management, and environmental plans.
• Use of approved construction methods for cofferdams, river diversions, trenching, and reinstatement works.
• Installation of infrastructure components such as headwalls, manholes, pipes, and guardrails in accordance with approved drawings and specifications.
• Regular testing, inspection, and photographic documentation of works.
• Provision of security, site management, and community liaison as required.

Skills and Competency Requirements

The tenderer must demonstrate:

• Registration and active status with the CIDB at Grade 6 CE or higher, with relevant experience in stormwater and civil infrastructure works.
• Experience in executing similar projects of comparable scope and complexity within the past 5-10 years, supported by references and certificates.
• Qualified personnel including site agents, engineers, safety officers, and geotechnical specialists with relevant qualifications and experience.
• Compliance with the Occupational Health and Safety Act and submission of approved safety plans.
• Proven ability to manage environmental impacts, traffic accommodation, and community relations.
• Capability to undertake geotechnical investigations, design temporary works, and execute complex diversions and reinstatements.
• Financial stability, including valid tax compliance, municipal clearance, and B-BBEE status.
• Experience in procurement, subcontracting, and project management aligned with municipal and national standards.
