Objectives

The primary objective of this tender is to establish a 36-month area-based infrastructure repairs and maintenance contract for the South Central Region, aimed at providing rapid response to urgent and emergency stormwater and catchment infrastructure issues. The contract seeks to ensure the upgrading, repair, and maintenance of stormwater pipes, culverts, gabion protections, kerbing, concrete canals, weirs, and related works, especially in response to adverse weather, flooding, erosion, and infrastructure failures.

Scope

The scope encompasses:

• Provision of emergency and scheduled repairs to stormwater and river infrastructure across various regions within eThekwini Municipality.
• Upgrading and repair of stormwater pipes, culverts, gabion protection works, kerbing, concrete canals, and weirs.
• Implementation of site clearance, demolition, earthworks, trenching, reinstatement, and associated civil works.
• Relocation and proofing of existing underground services, watermains, sewers, electrical and communication cables.
• Environmental management, site safety, traffic accommodation, and community liaison.
• Provision of survey, as-built drawings, geotechnical investigations, and quality control testing.
• Subcontracting, local employment, and enterprise development as per CIDB and B-BBEE requirements.

Technical Requirements

The technical scope includes:

• Adherence to eThekwini Municipality’s Standard Engineering Specifications and Particular Specifications.
• Implementation of approved methods for excavation, backfilling, and reinstatement, including earthworks, trenching, and pipe installation.
• Use of specified materials such as HDPE pipes, no-fines concrete, geofabric, bricks, and sealants conforming to relevant standards.
• Provision of temporary diversions, coffer dams, and traffic management in accordance with SANS standards and environmental regulations.
• Compliance with Occupational Health and Safety regulations, including submission of safety plans and site security measures.
• Execution of testing, inspection, and quality assurance procedures, including control and acceptance testing of materials and works.
• Proper setting out, survey, and as-built documentation by registered professionals.
• Implementation of environmental management plans and community liaison protocols.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in stormwater infrastructure works, including earthworks, pipe installation, culverts, gabions, and related civil engineering tasks, within the past 5-10 years.
• CIDB registration as a contractor of at least Grade 6CE or higher, with relevant experience in similar projects.
• Qualified and experienced key personnel, including site agents, engineers, safety officers, and surveyors, with minimum 3 years’ relevant experience and appropriate professional registration.
• Capability to undertake geotechnical investigations, environmental management, and quality control testing.
• Capacity to manage subcontractors, local employment targets, and enterprise development initiatives.
• Knowledge of and compliance with occupational health and safety standards, including the preparation and approval of safety plans.
• Ability to respond promptly to emergency works, with proven track record in urgent infrastructure repairs.
• Experience in community liaison, environmental management, and adherence to municipal policies and standards.
