Objectives

The primary objective of this tender is to establish a rate-based, "as-and-when" contract for Coastal Stormwater and Catchment Management works within the North Region of eThekwini Municipality. The contract aims to enable rapid response to urgent and emergency civil engineering works related to stormwater infrastructure, river, coastal, and miscellaneous civil works over a period of three years. It seeks to facilitate repair, rehabilitation, and emergency interventions arising from adverse weather, flooding, erosion, infrastructure failures, and other unforeseen events, without replacing existing procurement mechanisms.

Scope

The scope encompasses:

• Provision of civil engineering construction works on an "as-and-when" basis across the municipality's area.
• Inclusion of urgent/emergency civil works such as repairs to stormwater pipes, culverts, river protection, erosion control, slope stabilization, and related infrastructure.
• Establishment of a panel of 15 qualified contractors per region, evaluated based on experience and capability.
• Utilization of rates provided in the contract to formulate Work Package Orders for specific projects.
• Potential movement of contractors between regions based on project needs and complexity.
• Response to emergency works with short or immediate notice, with no guarantee of work quantum.
• Inclusion of various work types such as earthworks, concrete works, stormwater infrastructure, protection works, and associated services.

Technical Requirements

The technical scope includes:

• Adherence to the Standard Conditions of Tender (CIDB GCC 2015) and project-specific specifications.
• Provision of detailed programmes, method statements, and safety plans prior to commencement.
• Compliance with environmental management, occupational health and safety regulations, and environmental specifications.
• Design, installation, maintenance, and removal of temporary works such as cofferdams, diversions, and supports.
• Surveying, setting out, and as-built documentation by registered professionals.
• Proving existing underground services before excavation and careful handling of services during construction.
• Execution of earthworks, trenching, backfilling, and disposal of unsuitable material in accordance with specifications.
• Installation of stormwater, sewer, watermain, and other infrastructure as specified.
• Implementation of environmental and safety measures, including traffic accommodation and site security.

Skills and Competency Requirements

Applicants must demonstrate:

• CIDB contractor grading of at least 6 or higher, with relevant experience in stormwater, earthworks, and civil infrastructure.
• Verifiable experience in similar projects within the past 10 years, with a minimum of 3 completed contracts of comparable scope and value (at least 65% of the upper CIDB grade range).
• Proven capability in earthworks, stormwater infrastructure, erosion control, and related civil works, supported by appropriate documentation.
• Qualified and experienced key personnel, including site agents and supervisors, with at least 3 years relevant experience.
• Compliance with environmental, health, and safety standards, including submission of safety plans and health and safety declarations.
• Registration on the National Treasury Central Supplier Database (CSD) and eThekwini Supplier Portal.
• Valid CIDB registration and status, B-BBEE certification, and tax compliance at the time of tender closing.
• Capacity to mobilize resources quickly and respond to emergency works within short notice.
• Ability to provide detailed programmes, method statements, and environmental management plans.
