Objectives

The primary objective of this tender is to establish a Rate Based As-and-when contract for Coastal Stormwater and Catchment Management works within the South Region of eThekwini Municipality. The contract aims to facilitate civil engineering construction works, including urgent and emergency repairs related to river, coastal, stormwater infrastructure, and other miscellaneous works, over a period of three years. The contract is intended to provide a flexible mechanism for rapid response to unforeseen or urgent civil works needs, especially those arising from adverse weather, flooding, erosion, or infrastructure failures.

Scope

The scope encompasses:

• Provision of civil engineering construction services on an as-and-when basis across the South Region.
• Inclusion of repair, rehabilitation, and emergency works related to river, coastal, stormwater infrastructure, and miscellaneous civil works.
• Evaluation and inclusion of fifteen contractors per region into the Rate Based As-and-when contract.
• Work may involve excavation, earthworks, pipe installation, headwalls, manholes, stormwater drainage, erosion control, and other related infrastructure works.
• Work will be allocated via Work Packages and Task Orders, with no guarantee of work volume or quantum.
• Contract duration is three years, with possible movement of contractors between regions based on project needs and performance.

Technical Requirements

The technical requirements include:

• Submission of comprehensive rates for a basket of civil works items, including earthworks, pipe installation, concrete works, stormwater structures, and protection works.
• Compliance with applicable standards such as SANS specifications, CIDB standards, and environmental and safety regulations.
• Provision of detailed project programs, method statements, and safety plans prior to commencement.
• Proof of registration with relevant authorities including CIDB (minimum grade CE6 or higher), CSD, and B-BBEE certificates.
• Demonstration of relevant experience in similar projects within the past 10 years, including works such as stormwater pipe installation, earthworks, erosion control, and infrastructure rehabilitation.
• Adherence to environmental management, occupational health and safety, and community liaison requirements.
• Provision of site-specific survey, geotechnical investigations, and as-built documentation.
• Implementation of traffic accommodation, diversion, and safety measures during construction.

Skills Requirements

The skills and competencies required from tenderers include:

• Proven experience in civil infrastructure projects, particularly stormwater, earthworks, and coastal management works.
• Qualified personnel including Site Agents and Foremen with a minimum of 3 years relevant experience and familiarity with similar scope projects.
• Competence in geotechnical investigations, environmental management, and safety planning, with appropriately qualified professionals.
• Ability to prepare and implement construction programs, safety plans, and environmental management plans.
• Knowledge of relevant standards, regulations, and best practices for construction, safety, and environmental compliance.
• Capacity to mobilize resources, manage subcontractors, and coordinate with municipal authorities and community stakeholders.
• Demonstrated ability to deliver quality work within specified timeframes and budgets, with a focus on safety and environmental sustainability.
