Objectives

The primary objective of this tender is to establish a panel of contractors for "as-and-when-required" civil engineering works related to coastal stormwater and catchment management within the eThekwini Municipality area. The contract aims to facilitate urgent, emergency, repair, rehabilitation, and miscellaneous civil works over a three-year period, ensuring rapid response to adverse weather events, flooding, erosion, infrastructure failures, and other unforeseen circumstances.

Scope

The scope encompasses a broad range of civil engineering construction activities including:

• Repair and rehabilitation of river, coastal, stormwater infrastructure, and related civil works.
• Emergency and unscheduled works such as erosion control, slope stabilization, culvert repairs, and stormwater pipe works.
• Installation and maintenance of stormwater pipes, manholes, headwalls, and associated drainage structures.
• Earthworks, trenching, backfilling, and reinstatement of municipal infrastructure.
• Construction of retaining walls, gabion structures, kerbs, channels, and other standard civil components.
• Environmental management, traffic accommodation, and safety measures during construction.
• Surveying, as-built documentation, and coordination of existing services.

The contract is non-exclusive, with no guarantee of work volume, and may be used across multiple regions or for specific urgent/emergency projects as required.

Technical Requirements

• Provision of rates for civil works, including earthworks, concrete, drainage, and protection structures, based on standard specifications and project-specific amendments.
• Compliance with relevant standards such as SANS 1921, SABS specifications, and environmental and safety regulations.
• Preparation and submission of detailed programmes, safety plans, and method statements prior to commencement.
• Surveying and as-built documentation, including co-ordinates, levels, and drawings, to be provided in specified formats.
• Implementation of traffic management, environmental controls, and site safety measures as per specifications.
• Provision of plant, materials, and labour, including specialized equipment like excavators, geofabrics, and temporary structures.
• Adherence to environmental management plans and municipal policies for local employment and enterprise development.
• Monitoring and reporting on contractor performance through KPIs and compliance with B-BBEE and CIDB requirements.

Skills and Competencies Requirements

• Registered and active CIDB contractor grading of at least CE 6 or higher.
• Proven experience in similar civil works, including stormwater infrastructure, earthworks, erosion control, and related projects within the past 10 years.
• Demonstrable capability in executing emergency and urgent civil engineering works with minimal supervision.
• Qualified personnel including site agents, foremen, safety officers, and geotechnical specialists with relevant experience and certifications.
• Ability to prepare detailed programmes, safety plans, and method statements compliant with national standards.
• Competence in survey, as-built documentation, and coordination of existing services.
• Knowledge of environmental management, traffic accommodation, and community liaison as per municipal policies.
• Financial stability, compliance with municipal and national regulations, and proven track record in project delivery.
