Objectives

The primary objective of this tender is to ensure the effective management of health and safety on the Coastline Rehabilitation project in Umhlanga, Ward 36. It aims to establish minimum management requirements, safe work practices, and legislative compliance to protect all employees, contractors, visitors, and the public during construction activities.

Scope

The scope of work includes:

• Site clearance
• Stream diversion and reinstatement
• Provision of suitable fill material (beach sand) from the swash zone
• Excavation of unsuitable material and spoil removal at approved tips
• Supply and placement of geofabric blankets and geotextile sandbags
• Dune rehabilitation and grass planting
• Removal of stream diversion and stream redirection to original channel
• Site ground surface reinstatement and site cleanup

Technical Requirements

The technical requirements encompass:

• Compliance with Occupational Health and Safety Act and Construction Regulations 2014
• Preparation and approval of a comprehensive Health and Safety Plan, including hazard identification, risk assessments, and safe work procedures
• Application for and display of construction work permits
• Management and supervision by competent personnel including a Construction Manager, Safety Officer, and Supervisors
• Implementation of hazard mitigation measures, emergency plans, and traffic management strategies
• Provision of appropriate PPE, signage, and employee facilities
• Proper handling, storage, and disposal of hazardous chemicals and flammable substances
• Regular safety audits, incident reporting, and close-out procedures
• Electrical safety, fire precautions, and public health measures

Skills and Competency Requirements

The tender specifies that personnel involved must possess:

• Registration and competence with the South African Council for the Project and Construction Management Professions (SACPCMP) for Safety Officers
• Competency in managing construction activities, hazard assessments, and emergency procedures
• Qualified construction supervisors with clear responsibilities for safety oversight
• A competent electrician to control all electrical installations
• First aid trained personnel, with at least one First Aider per section of work
• Personnel capable of implementing traffic management and emergency response plans
• Experience in handling hazardous chemicals, chemical safety, and environmental management
• Ability to conduct safety inductions, toolbox talks, and maintain safety records
