Objectives

The primary objective of this tender is to invite qualified service providers to submit proposals for the collection of recyclable waste within Mossel Bay Municipality. The aim is to establish a long-term partnership to efficiently manage recyclable waste collection, supporting environmental sustainability and municipal waste management goals.

Scope

The scope of the tender encompasses:

• Collection of recyclable waste from designated strategic points, including drop-off points and transfer stations, within the municipal area.
• Frequency of collection varies by area, with CBD areas requiring twice daily collection and during peak holiday periods, thrice daily.
• Provision of suitable collection containers such as 6 cubic meter skip containers.
• Management of waste collection in various residential, commercial, and industrial areas as detailed in the schedule.
• Payment of dumping fees and adherence to municipal waste disposal regulations.
• Implementation of recycling programs, including possible establishment of buy-back centers or swop shops.
• Compliance with health and safety regulations and municipal policies throughout the contract period.

Technical Requirements

The technical requirements for the tender include:

• Experience: Proven experience in collection, storage, and sorting of recyclables, with a minimum of 1 year and up to 6 years for maximum points.
• Premises: Availability of registered premises for storage and sorting, either owned or leased, compliant with national standards.
• Implementation Plan: A detailed plan outlining collection procedures, vehicle types and numbers, workforce deployment, monitoring systems, complaint handling, and peak period measures.
• Plant/Tools and Equipment: Availability of suitable collection vehicles (minimum 1-ton LDV), bailers, shredders, compactors, and crushers, either owned or leased, with proof of ownership or lease agreements.
• References: Submission of three relevant reference letters or questionnaires demonstrating successful experience in similar projects within the last five years.
• Pricing Schedule: Clear unit prices for collection, leasing costs, and other related expenses, valid for the contract duration ending June 2030.
• Compliance: Submission of tax clearance, CIDB registration (if applicable), B-BBEE verification, municipal accounts, and relevant licenses or permits.
• Functionality: Bidders must score at least 75 out of 90 points based on experience, premises, implementation plan, equipment, and references to be considered responsive.
