Objectives

The primary objective of this tender is to appoint a qualified service provider to compile Annual Financial Statements (AFS) for the 2025/26 financial year for Ingquza Hill Local Municipality. The aim is to ensure compliance with relevant legislation and standards, achieve an unqualified audit opinion, and address any prior audit queries.

Scope

The scope includes the preparation of the municipality's Annual Financial Statements in accordance with Generally Recognized Accounting Practice (GRAP), providing continuous audit support, and ensuring adherence to legislative and auditing standards for the financial year 2025/26. The project also involves progress monitoring, skills transfer, and training to support the municipality’s financial reporting and audit processes.

Technical Requirements

• Preparation of GRAP-compliant Annual Financial Statements for 2025/26.
• Provision of ongoing audit support and addressing audit queries.
• Adherence to legislated timeframes for submission of AFS.
• Development of a detailed project plan with clear timeframes.
• Transfer of skills and training to municipal staff.
• Provision of progress and monitoring reports.
• Experience in municipal financial reporting and successful past preparation of AFS.
• Use of proven methodologies such as CaseWare for financial statement preparation.

Skills Requirements

• Qualified Chartered Accountants registered with SAICA, with relevant experience in municipal financial statements.
• Proven track record in preparing GRAP-compliant annual financial statements and supporting audits.
• Capability to provide technical expertise, including audit support and addressing audit queries.
• Ability to transfer skills through training and comprehensive work plans.
• Experience in project management, including developing detailed execution plans and meeting legislated deadlines.
• Strong communication skills for progress reporting and stakeholder engagement.
