Objectives

The primary objective of this tender is to engage a qualified service provider to compile GRAP-compliant annual financial statements for the 2025/26 financial year for Nala Local Municipality. The process aims to ensure accurate, compliant, and audit-ready financial statements, including detailed analysis, correction of prior period errors, and skills transfer to municipal officials.

Scope

• Review, compile, and update the 2025/26 Annual Financial Statements (AFS).
• Analyze and correct prior period errors such as misallocations and disclosure errors.
• Review financial records and assist with adjusting journals to ensure trial balance accuracy.
• Prepare draft AFS by 15 August 2026 for internal review.
• Compile and submit the final AFS to the Auditor-General of South Africa by 31 August 2026.
• Prepare an audit file aligned with National Treasury guidelines.
• Address audit queries and make necessary adjustments during the audit process.
• Use CaseWare software for compilation, with the municipality providing the software.
• Conduct skills transfer through training, mentoring, and practical handover to municipal officials.

Technical Requirements

• Expertise in reviewing and compiling GRAP-compliant financial statements for local government.
• Experience with detailed analysis and correction of prior period errors.
• Proficiency in using CaseWare software for financial statement compilation.
• Ability to prepare comprehensive audit files in line with National Treasury guidelines.
• Capacity to address audit queries raised by the Auditor-General and implement adjustments.
• Provision of a skills transfer program including training attendance, workshops, mentoring, and handover documentation.

Skills Requirements

• Proven experience in compiling GRAP-compliant financial statements within local government over the past five years.
• Qualified senior manager (member of SAICA, SAIPA, AGA (SA), or equivalent) with experience in audit support.
• At least two accountants in the engagement team with a minimum of four years’ experience in financial statement compilation and audit support, registered with professional bodies (SAIPA, SAICA, etc.).
• Ability to develop and implement a detailed methodology and project plan covering all scope areas.
• Demonstrated capacity for skills transfer and capacity building of municipal staff.
