Objectives

The primary objective of this tender is the completion of outstanding works related to the Microgrid Project in Pofadder, including the installation, testing, commissioning, and handover of various electrical and solar systems to ensure a fully operational microgrid that meets specified standards and safety requirements.

Scope

The scope encompasses the design, supply, installation, testing, commissioning, and handover of:

• Microgrid infrastructure including PV solar off-grid systems, inverter/BESS containers, and associated electrical connections.
• Overhead electrification, including LV distribution, service connections, and related infrastructure.
• Ground mount PV array structures, electrical wiring, earthing, and safety systems.
• Control, monitoring, and communication systems for operation and maintenance.
• Training of municipal staff and system documentation.

The work also includes compliance with health and safety standards, environmental conditions, and quality control procedures.

Technical Requirements

• Design, supply, and installation of PV solar systems with specified modules, inverters, batteries, and control systems.
• Ground mount fixed-angle PV array structures designed for durability and environmental resilience.
• Electrical connections including low voltage distribution, service meters, earthing, and protective devices, all compliant with standards.
• Provision of monitoring and control systems with remote access and data logging capabilities.
• Construction of containerized systems with fire detection, suppression, air conditioning, and secure enclosures.
• Implementation of safety measures, including signage, PPE, incident reporting, and site management.
• Testing, commissioning, and certification of all electrical and solar systems.
• Preparation of as-built drawings, operation manuals, and maintenance plans.

Skills Requirements

• Qualified electrical engineers and technicians with experience in PV solar systems, inverter/BESS integration, and electrical distribution.
• Skilled personnel for civil works, structural installation, and site construction.
• Certified health and safety officers familiar with occupational health and safety regulations.
• Project management staff capable of developing and maintaining construction schedules and quality control procedures.
• Training personnel with expertise in operation, maintenance, and system troubleshooting.
• Experience in working within municipal and environmental standards, including environmental management and community liaison.
