Objectives

The primary objective of this tender is to appoint a qualified and experienced Electrical Construction Contractor to complete the Smozomeni P6 Electrification Project. The contractor will be responsible for finishing outstanding electrification infrastructure, ensuring energisation, testing, stakeholder coordination, and project close-out activities in compliance with Eskom standards, leading to successful project handover.

Scope

The scope of work includes:

• Completion of all outstanding electrification infrastructure, including design review, stakeholder engagement, and amendments.
• Installation of poles, transformers, conductors, insulators, and electrical equipment.
• Installation of service connections, customer infrastructure, prepaid meters, earthing, and lightning protection systems.
• Construction of reticulation networks and rectification of defects.
• Supply of labour, materials, equipment, and tools necessary for completion.
• Testing, commissioning, energising, and project close-out activities.
• Inclusion of a qualified and registered Professional Electrical Engineer as project leader.

Technical Requirements

The technical requirements encompass:

• Design review and amendments aligned with Eskom standards.
• Installation of medium voltage (MV) and low voltage (LV) infrastructure, including poles, transformers, conductors, insulators, and electrical equipment.
• Installation of service connections, smart meters, and associated infrastructure.
• Construction of reticulation networks and earthing systems.
• Rectification of defects identified during implementation.
• Testing, commissioning, and energising of the completed infrastructure.
• Preparation and submission of "As-Built" drawings and relevant certificates.

Skills and Experience Requirements

The tenderer must demonstrate:

• Proven experience in electrical infrastructure projects, particularly electrification, within the last 5 years, supported by appointment letters and completion certificates.
• Qualified professional staff, including:
• Project Leader with a B Tech or B.Sc in Electrical Engineering (Min. NQF 7), registered with ECSA, with at least 5 years’ experience.
• Site Construction Manager with a N.Dip in Electrical Engineering (Min. NQF 6 or N6), with at least 3 years’ experience and trade test certification.
• Foremen with a minimum of 4 years’ experience in electrification projects, certified for overhead lines, and possessing HVREGS/Permit certificates.
• Provision of plant ownership or lease agreements, with proof of ownership or local sourcing where applicable.
• Financial stability evidenced by recent annual financial statements.
• Compliance with CIDB registration at contractor grading level 3EP or higher.
• Ability to meet all technical, safety, and environmental standards as specified.
• Demonstrated capacity to deliver within the project timeline and budget.
