Objectives

The primary objective of this tender is to undertake comprehensive baseline studies and preliminary planning assessments for the establishment of a mixed-use township on municipal land in Bizana. The study aims to determine the suitability, constraints, opportunities, and development potential of the identified site to facilitate structured urban growth, land development, and integrated settlement development aligned with municipal spatial planning strategies.

Scope

The scope of work includes:

• Conducting baseline investigations on spatial, environmental, cadastral, infrastructural, and land use conditions.
• Engaging in stakeholder consultation and public participation processes.
• Performing environmental impact assessments (EIA).
• Carrying out geotechnical and tacky surveys to assess ground stability and existing site features.
• Developing layout plans and reports for township development.
• Studying bulk infrastructure requirements, stormwater management, and traffic impact assessments.
• Conducting feasibility analyses covering technical, economic, legal, operational, and scheduling aspects.
• Preparing an implementation plan with clear actions, responsibilities, and institutional arrangements.
• Surveying, zoning, and registering municipal sites/properties as needed.

The project will be executed in phases, including stakeholder consultation, environmental and geotechnical studies, layout planning, feasibility analysis, and final implementation planning.

Technical Requirements

• Ability to undertake geotechnical and environmental impact assessments.
• Proficiency in mapping, surveying, and land registration processes.
• Capability to prepare detailed layout plans, stormwater management plans, and traffic impact assessments.
• Experience in conducting feasibility studies across technical, economic, legal, operational, and scheduling domains.
• Skills in stakeholder engagement, public participation, and environmental management.
• Adherence to relevant legislation, policies, and municipal planning frameworks, including the WMMLM Spatial Development Framework (2025).

Skills Requirements

The successful service provider must demonstrate:

• Expertise in geotechnical engineering, environmental assessments, and land surveying.
• Strong project management and planning capabilities, including the ability to develop detailed Gantt charts and implementation programs.
• Experience in stakeholder facilitation, community engagement, and public participation processes.
• Technical proficiency in mapping, GIS, and land registration systems.
• Capacity to conduct comprehensive feasibility analyses covering multiple domains.
• Qualified and registered professionals in relevant fields (e.g., SACPLAN, SAGC).
• Ability to transfer skills and build capacity within the municipality through knowledge sharing and training.
