Tender Summary: Construct and Complete a Two-room House for Chonco Family

Objectives

The primary objective is to appoint a qualified contractor to construct and complete a two-room house for the Chonco family (also referred to as the Nzalo family in the tender documents) in Ward 11 of the Msinga Municipality, KwaZulu-Natal. The project aims to deliver a structurally sound, completed residential unit that meets the municipality's standards and the family's basic housing needs.

Scope of Work

• Construction of a two-room house, including all associated building works to make the structure habitable (foundation, walls, roof, finishes, doors, windows, etc.).
• Completion of all necessary site works and any ancillary tasks required to hand over a finished house.
• Compliance with all municipal building regulations, health and safety standards, and the specifications detailed in the tender documents.

Technical Requirements

• Compliance with PPPFA (2022): The tender will be evaluated using the 80/20 preference point system (price and preference) as per the Preferential Procurement Policy Framework Act. Bidders must provide ownership details and relevant preference claims.
• Functionality: Bidders may be assessed on functionality criteria as specified in the tender documents (e.g., proposed methodology, quality of materials, project plan).
• Capacity and Experience: Bidders must demonstrate relevant experience and capacity to undertake the construction project, including statutory compliance (e.g., tax clearance, CSD registration).
• Administrative Compliance: Submission must include a valid VAT clearance certificate, valid tax clearance certificate, CSD full report, fully completed and signed tender documents, and all required forms. Missing or invalid documents will lead to immediate disqualification.
• Preference Points: Bidders may claim points for being Black-owned, women-owned, persons with disabilities, or enterprises located in rural areas (with a letter from the Ward Councillor). Proof via ID copy or CSD is required.

Skills and Experience Requirements

• Proven experience in residential construction, specifically in building small houses or similar projects.
• Ability to complete the project within the stipulated timeframe and budget.
• Knowledge of local building practices and regulations in KwaZulu-Natal.
• Capacity to manage site safety, quality control, and waste disposal.
• Financial and administrative capability to handle a municipal contract, including compliance with tax and CSD requirements.
