Objectives

Scope

Evaluation Criteria & PPPFA Compliance

The evaluation will be conducted according to the following criteria:

1. Administrative Compliance – Submissions must include all required documentation as listed above.
2. PPPFA 2022 (Preferential Procurement Policy Framework Act) criteria – Tenderers will be scored based on the PPPFA framework, which includes ownership considerations. This means the ownership structure participates in a preferential basis for Historically Disadvantaged Individuals and equity-equivalent ownership in a South African context.
3. Additional evaluation criteria – As defined by the municipal tender specifications.

Tenderers must also demonstrate the technical ability to carry out residential construction work, including appropriate experience in building-related projects and the necessary project management and construction-staffing capacity to complete the houses to municipal standards.
