Objectives

The primary objective of this tender is to construct and re-gravel a 3.89 km gravel road within the Albert Falls Dam area, ensuring the road surface is restored with new gravel layers due to the current surface being depleted. The project aims to improve access and road quality within the specified site, adhering to environmental, occupational health, and safety standards.

Scope

The scope of work includes:

• Re-gravelling of approximately 3.89 km of existing gravel roads located at Albert Falls Dam, Pietermaritzburg.
• Provision of continuous quality control over materials and workmanship, ensuring compliance with environmental and safety specifications.
• Site preparation, including clearing, excavation, and disposal of surplus material in designated areas.
• Implementation of traffic management measures, including temporary diversion and signage, to ensure safe passage during construction.
• Construction of earthworks, roadbed preparation, and laying of gravel layers using conventional methods.
• Maintenance of the road from handover until final completion and certification.

Technical Requirements

The technical requirements encompass:

• Adherence to the COLTO Standard Specifications for Road and Bridge Works (October 2020) and environmental management standards.
• Use of appropriate construction methods, including labour-enhanced construction where feasible, with specific attention to safety and environmental protocols.
• Provision of traffic control facilities, signage, and safety measures in accordance with the Road Traffic Act and relevant standards.
• Implementation of quality control procedures, including testing and inspection of materials and workmanship.
• Proper management of site access, including liaising with other contractors and authorities to ensure minimal disruption.
• Provision of necessary site facilities, security, and compliance with local regulations.

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Experience: Proven track record with at least 3 relevant projects involving road construction or re-gravelling, supported by references and completion certificates.
• Plant and Equipment: Ownership or hire of essential machinery such as excavators, graders, rollers, trucks, and water tankers, with proof of ownership or intent to hire.
• Personnel: Qualified and experienced project manager with a minimum of 4-5 years in civil engineering projects, and a site supervisor/foreman with relevant gravel road construction experience.
• Environmental and Safety Compliance: Ability to implement environmental management plans and traffic safety measures, including traffic signage and site security.
• Administrative Skills: Capability to manage site logistics, coordinate with other contractors, and ensure adherence to project timelines and standards.
