Objectives

The primary objective of this tender is to construct a 36-meter reinforced concrete pedestrian bridge over the Mhlathuzana River in Nazareth, Ward 16. The project aims to improve community connectivity by providing a safe crossing point for pedestrians, facilitating access to transport, schools, medical facilities, and economic activities, thereby enhancing mobility, social services access, and economic participation within the local community.

Scope

The scope of work includes:

• Construction of a 36-meter reinforced concrete pedestrian bridge over the Mhlathuzana River.
• Site preparation, including access and environmental considerations.
• Provision for accommodation of traffic and pedestrian movement during construction.
• Proving underground services and managing existing utilities.
• Installation of necessary infrastructure such as water mains, stormwater, electrical, and communication services.
• Implementation of environmental management, safety, and community liaison measures.
• Testing, inspection, and certification of materials and works.
• Provision of site facilities, security, and community relations.

Technical Requirements

The technical requirements encompass:

• Adherence to the Standard Specifications for Road and Bridge Works (COTO standards) and relevant South African standards.
• Design and construction of a 36-meter reinforced concrete pedestrian bridge with standard and particular specifications, including drawings and annexures.
• Compliance with environmental management plans and occupational health and safety regulations.
• Proving underground services before excavation and ensuring no damage to existing utilities.
• Implementation of traffic accommodation measures, including signage, barricades, and safety officers.
• Use of approved materials, including specified concrete mixes, reinforcement, and proprietary products where applicable.
• Testing of concrete cubes and materials for strength and quality assurance.
• Provision for geotechnical investigations and survey of existing services.
• Preparation of detailed construction and traffic management programmes.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in constructing similar reinforced concrete pedestrian bridges or related structures within the past 10 years, with verifiable references and documentation.
• CIDB registration in a contractor grading designation of at least 4CE or higher.
• Capability to undertake site investigations, geotechnical assessments, and underground service proving.
• Qualified personnel including a Site Agent and Foreman with a minimum of 3 years relevant experience on similar projects, with CVs submitted for approval.
• Competence in environmental management, occupational health and safety, and community liaison.
• Ability to manage subcontractors, local labor employment (minimum 50% local employment), and subcontracting goals (minimum 30% to Black-owned businesses).
• Financial stability, including submission of audited financial statements if tender value exceeds R10 million, and proof of good standing with relevant authorities.
• Compliance with all legal, safety, and environmental regulations, including submission of relevant certificates and documentation.
