Objectives

The primary objective of this tender is to construct 404 top-structure units (40m² each) at the Pilgrim X Housing Project in ward 90, aimed at upgrading informal settlements by providing low-cost housing with essential services such as water, electricity, and sewer infrastructure. The project also emphasizes the development of targeted enterprises through subcontracting and enterprise development standards, as well as ensuring compliance with occupational health and safety regulations.

Scope

The scope encompasses the full construction of 404 residential units, including:

• Foundations, slabs, walls, and roofing of various unit types (single, double, triple, disabled units)
• Installation of doors, windows, ceilings, finishes, and ironmongery
• Plumbing, drainage, and waterproofing works
• Electrical installations and connections
• External works such as site clearance, stormwater management, and access roads
• Provision of site facilities, safety measures, and environmental management
• Coordination with existing underground services and infrastructure

The project includes detailed specifications, drawings, and standards to ensure quality and compliance, with a focus on safety, environmental management, and community engagement.

Technical Requirements

• Adherence to CIDB grading of at least 8 GB and NHBRC registration
• Provision of a comprehensive health and safety plan compliant with the Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations 2014
• Implementation of hazard identification, risk assessments, and safety management systems
• Provision of qualified key personnel, including a Construction Manager, Safety Officer, and Supervisors, with specified experience
• Compliance with environmental management, traffic accommodation, and community safety protocols
• Use of approved materials, standards, and standard drawings for construction and waterproofing
• Proper management of existing underground services and utilities during construction
• Implementation of enterprise development and subcontracting targets as per CIDB standards
• Regular monitoring, audits, and reporting on health, safety, and environmental performance

Skills Requirements

• Qualified construction personnel with experience in residential building projects, including foundation, masonry, roofing, and finishes
• Registered health and safety officers (SACPCMP certified) with at least 2 years’ experience in construction safety management
• Project management skills, including planning, scheduling, and coordination of multi-disciplinary activities
• Technical expertise in concrete, brickwork, roofing, waterproofing, plumbing, and electrical installations
• Environmental management and community liaison skills
• Compliance with legal and regulatory requirements, including municipal and occupational health and safety standards
• Ability to implement enterprise development targets and subcontracting policies effectively
