Objectives

The primary objective of this tender is to construct a netball court at Doornrivier in the Worcester rural area. The project aims to support rural sports development by providing a suitable sports facility that benefits local sports clubs, schools, and the community. The construction will adhere to specified standards and specifications to ensure a functional and durable facility.

Scope

The scope of work includes:

• Site preparation and clearance in accordance with SANS standards.
• Construction of a netball court measuring 18 x 32.5 meters, including:
• Leveling and compacting a 75mm G5 gravel subbase to 93% MOD ASHTO density.
• Pouring concrete blocks with 150mm thick 25 Mpa concrete, divided into 24 blocks, with mesh reinforcement and jointtex between blocks.
• Installation of netball posts and sleeves (galvanized, 60mm diameter) with nets, accommodating junior and senior heights.
• Marking and painting of netball lines with non-skid acrylic paint, following international standards.
• Provision of site clearing, removal of access materials, and reinstatement of ground levels.
• Adherence to relevant SANS standards and specifications for construction and safety.

Technical Requirements

The construction must comply with:

• SANS 1200 series standards (A, AB, C, D, DM, ME) for general, earthworks, site clearance, and concrete works.
• SANS 2001-CC2:2007 for concrete works.
• Design and construction of the court with proper reinforcement, slope, and finishing as per drawings.
• Installation of galvanized netball posts with appropriate heights and secure fixing.
• Marking of lines with non-skid acrylic paint according to international standards.
• Site clearance and reinstatement to original ground levels after construction.
• Adherence to occupational health and safety standards, including risk assessments, safety plans, and environmental controls.

Skills and Competencies Requirements

The tenderer must demonstrate the following skills and competencies:

• CIDB Grading: A grading of 2CE / 2GB or higher, with active registration at the time of tender closing.
• Construction Experience: Proven experience in similar sports facility constructions, including concrete works, site clearance, and installation of sports infrastructure.
• Technical Capability: Ability to execute earthworks, concrete pouring, reinforcement, and line marking to specified standards.
• Health & Safety Competence: Demonstrated capacity to develop and implement health and safety plans, risk assessments, and safety management during construction.
• Project Management: Ability to manage construction timelines (completion within 6 months), coordinate site activities, and ensure quality standards.
• Environmental Management: Skills in site clearance, waste management, and reinstatement in accordance with environmental regulations.
• Documentation and Compliance: Capacity to provide all required returnable documents, including CIDB registration, tax clearance, BBBEE certificates, and proof of municipal rates and taxes.

In summary, the successful tenderer must possess the technical expertise, relevant construction experience, and safety management skills necessary to deliver a compliant, durable, and community-beneficial netball court within the specified timeframe and standards.
