Objectives

The primary objective of this tender is to design, supply, install, and commission cathodic protection infrastructure for a pipeline extending from Ndwendwe 1 Reservoir to the existing eNyokeni Booster Pump Station in Ward 60. The aim is to safeguard the pipeline against corrosion and mitigate the effects of alternating current interference, ensuring long-term operational integrity.

Scope

The scope encompasses the complete installation of cathodic protection systems on approximately 2,390 meters of steel pipeline with diameters ranging from 100mm to 300mm, including:

• Excavation and installation of sacrificial anode ground beds approximately 3m offset from the pipeline centerline.
• Supply, delivery, and installation of test posts (concrete bunker type and mushroom big head types).
• Exposing pipeline sections for test post cable connections.
• Installation of associated cabling, concrete encasements, conduits, and chambers.
• Provision of all necessary chambers, fittings, isolating valves, scour valves, air valves, and meters.
• Implementation of measures to mitigate AC interference and ensure system durability.

Technical Requirements

The technical specifications include:

• Adherence to the technical specification document for cathodic protection and AC mitigation.
• Use of approved materials such as thermoplastic powder coatings (e.g., Plascoat PPA 571 Aqua) for steel pipes and fittings.
• Blast cleaning of pipes to SA 2½ standards, with profile and cleanliness requirements.
• Application of epoxy or equivalent protective coatings and linings, with repair procedures for damages.
• Installation of test posts and monitoring equipment as per design reports.
• Compliance with environmental, safety, and site management standards, including erosion control, waste management, and traffic accommodation.
• Provision of "As Built" survey data with coordinates and levels of installed components.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in constructing cathodic protection systems for pipelines of similar size and scope, with at least 5 relevant projects completed within the past 5 years.
• Qualified personnel including a certified CP Engineer (minimum 1-year experience, NACE/AMPP certification, registration with ECSA or CorrISA) and a CP Technician (minimum 1-year experience, NACE/AMPP certification).
• Capability to undertake detailed site surveys, soil and geotechnical investigations, and interpret design reports.
• Ability to execute corrosion protection measures in accordance with national standards and project specifications.
• Strong project management skills, including planning, scheduling, safety management, and environmental compliance.
• Demonstrated capacity to coordinate with multiple stakeholders, including environmental agencies, local authorities, and utility providers.
