Overall Objectives

The overarching goal of this project is to enhance human settlements by constructing quality residential units and infrastructure at Talana Hostel within the Greater Tzaneen Municipality. The project aims to provide decent accommodation, decongest informal settlements, and promote community development through labour-intensive methods that benefit local employment and skills development. Ensuring safety, health, environmental sustainability, and compliance with relevant standards are integral to achieving these objectives.

Scope of Work

The scope encompasses the comprehensive construction of community residential units (CRUs) with top structures, installation of essential engineering services (water, sewer, stormwater, electrical), and associated civil works such as earthworks, roadworks, site development, and environmental management. It also includes site facilities, topsoil management, rehabilitation post-construction, and adherence to environmental and community engagement standards. The project emphasizes phased construction, safety measures, traffic management, and site access controls to ensure smooth execution and compliance.

Technical Requirements

The technical specifications mandate adherence to relevant standards and regulations, including SANS, SABS, and the New Engineering Contract 3 (2013). Key technical aspects include:

• Design and construction of residential units in accordance with approved drawings, specifications, and codes, including stability certificates and as-built documentation.
• Installation of engineering services such as water supply, sewerage, stormwater drainage, and electrical systems, ensuring compliance with standards and safety protocols.
• Earthworks involving excavation, backfilling, compaction, and spoil handling, aligned with SABS 1200 standards.
• Implementation of stormwater management infrastructure, including drainage channels, culverts, and headwalls, following specified designs.
• Provision of fire safety measures—hydrants, alarms, signage—meeting SANS 10400 standards.
• Environmental management practices, including vegetation preservation, erosion control, archaeological site protection, and waste management, as per environmental management plans (EMP).
• Proper handling, storage, and disposal of hazardous materials, with regular inspections and testing of equipment and safety systems.
• Traffic management, site fencing, signage, and safety signage to ensure site security and safety during construction.

Skills and Competency Requirements

The tender stipulates that the contractor and key personnel must demonstrate:

• Contract Management Experience: Minimum of 5 years in construction project management, contracts management, and site supervision.
• Technical Qualifications: Registration with SACPCMP as a Construction Manager, Site Agent, or Project Manager; registration with ECSA as a Professional Engineer or Technologist; and SACPCMP Safety Officer registration.
• Environmental and Safety Expertise: Knowledge of environmental management, occupational health and safety regulations, and experience implementing environmental protection measures.
• Design and Engineering Capabilities: Ability to produce design calculations, stability certificates, and as-built drawings, supported by professional registration and indemnity insurance.
• Operational Skills: Competence in equipment testing, inspection, hazard identification, and emergency response planning.
• Community and Environmental Awareness: Training in environmental management, fauna and flora protection, archaeological site handling, and community engagement strategies.

Additionally, bidders must demonstrate capacity through relevant experience, ownership or hire of plant and equipment, financial stability, and compliance with all legal, safety, and environmental standards.
