Objectives

The primary objective of this tender is to construct the Mhlwazini Access Bridge Phase 2 in Ward 2, delivering a safe, durable, and functional infrastructure that meets the specified standards and community needs. The project aims to promote local employment, skills development, and community involvement through labour-intensive construction methods aligned with government policies such as the Expanded Public Works Programme (EPWP). Additionally, it seeks to ensure environmental protection, safety, and compliance with all relevant legislation and standards.

Scope

The scope encompasses the full construction of the access bridge, including:

• Construction of a 3-celled 4.2m x 4.2m culvert bridge, with possible extension to a 6-celled structure.
• Construction of approximately 0.4 km of approach gravel roads on either side of the bridge.
• Installation of drainage facilities, gabion retaining walls, stone pitching, and associated earthworks.
• Provision of temporary traffic control, signage, and safety measures.
• Implementation of labour-intensive methods, including employment of local unskilled and semi-skilled labour, with specified targets for local employment and training.
• Environmental management, safety, and health protocols as per legislation and project specifications.

Technical Requirements

• Construction in accordance with the COLTO Standard Specifications, Project Specifications, and approved drawings.
• Use of labour-intensive construction methods as specified, with designated pay items marked with LI.
• Compliance with environmental, health, and safety standards, including hazard management, PPE, and site security.
• Proper management of underground services, traffic accommodation, and site access, in accordance with the detailed site and environmental specifications.
• Implementation of quality control measures, including testing, inspection, and certification of materials and workmanship.
• Adherence to specified programme, safety protocols, and environmental management plans.
• Provision of detailed health & safety plans, training, and community liaison activities.

Skills Requirements

• Registration and grading with CIDB (minimum 6CE or higher) and management of management and supervisory staff with appropriate competencies.
• Management and supervision personnel must possess relevant qualifications and experience in civil construction, particularly in bridges, earthworks, and drainage.
• Management and supervisory staff must have completed or be registered in skills programmes aligned with NQF levels 2, 4, or 5, as specified.
• Labour-intensive construction personnel must be trained and competent in their respective tasks, with formal training provided by accredited institutions (CETA or equivalent).
• Community Liaison Officers and safety personnel must be appointed and trained to ensure effective community engagement, safety, and health management.
• Technical staff such as site agents, foremen, safety officers, and plant inspectors must meet the minimum qualification and experience requirements outlined in the tender documentation.
