Objectives

The primary objective of this tender is to appoint a contractor for the construction of the Mmametlake Bus and Taxi Route Phase 4, with a focus on delivering public infrastructure using labour-intensive methods. The project aims to upgrade and pave an 800-meter road with interlocking concrete blocks, ensuring community involvement and compliance with environmental and safety standards. Additionally, the project emphasizes local employment, community engagement, and adherence to legislative and safety regulations.

Scope

The scope of work includes:

• Construction and paving of approximately 800 meters of road with 80mm concrete interlocking paving blocks.
• Upgrading existing road infrastructure, including kerbing and stormwater drainage layout.
• Temporary works such as access roads, site establishment, and protection of existing services.
• Implementation of traffic accommodation measures, including signage, flagmen, and diversion management.
• Environmental management, including erosion control, vegetation management, and waste disposal.
• Provision of temporary facilities such as offices, toilets, and site security.
• Coordination with local communities and adherence to environmental and safety standards.

Technical Requirements

The technical requirements encompass:

• Compliance with CIDB grading of 5CE or higher.
• Adherence to South African National Standards (SANS) and Construction Regulations 2003.
• Preparation and submission of a comprehensive Health and Safety Plan, including risk assessments and safety management procedures.
• Provision of detailed construction drawings, site layout, stormwater management, and environmental management plans.
• Use of approved plant and equipment, with proper maintenance and operational standards.
• Implementation of quality control measures, including testing of materials and workmanship.
• Proper setting out, survey, and measurement procedures with certified survey equipment.
• Environmental management including dust control, noise management, and protection of existing services and fauna.
• Provision of site records, registers, and documentation as per regulatory requirements.

Skills and Skills Requirements

The tender specifies the following skills and personnel requirements:

• Qualified Construction Manager or Team Leader with relevant experience and NQF Level 7 qualification in Civil Engineering or equivalent.
• Experienced Site Agent and Site Foreman with appropriate qualifications (minimum NQF Level 6 Diploma in Civil Engineering or equivalent) and proven experience in similar projects.
• Certified Safety Officer with occupational health and safety qualifications and experience in construction safety management.
• Provision of CVs, proof of qualifications, and relevant work experience for key personnel, including Contracts Manager, Site Agent, Safety Officer, and Site Foreman.
• Demonstrated ability to manage plant, equipment, and resources efficiently, with proof of ownership or lease agreements.
• Experience in community liaison, environmental management, and compliance with safety and environmental legislation.
• Ability to produce and implement detailed construction and safety plans, with evidence of previous successful project delivery.
