Objectives

The primary objective of this tender is to construct the Mnyanyabuzi Multi-purpose Centre in Ward 5, aimed at delivering essential community infrastructure to meet service delivery standards. The project seeks to promote local employment, adhere to environmental and safety standards, and ensure quality construction aligned with municipal development goals.

Scope

The scope encompasses the full construction of the multi-purpose centre, including:

• Construction of hall, offices, kitchen, toilets, change rooms, and associated facilities.
• Placement of gravel access roads and related infrastructure.
• Structural steel portal frames, roofing, cladding, and insulation.
• External works such as fencing, drainage, and site finishing.
• Provision of site facilities, water, electricity, and safety measures.
• Implementation of environmental management and safety protocols.

The project involves multiple contracts, including earthworks, concrete, masonry, roofing, electrical, plumbing, and finishing works, all to be executed in accordance with specified standards and drawings.

Technical Requirements

The technical requirements include:

• Compliance with the Standard Conditions of Tender and Construction Works (2015) issued by the South African Institution of Civil Engineering.
• Adherence to environmental management plans and environmental specifications.
• Implementation of occupational health and safety regulations, including hazard identification, risk assessments, and safety training.
• Use of approved materials, including SABS standards for concrete, steel, bricks, and other construction materials.
• Provision of qualified and competent personnel, including site supervisors, safety officers, and key technical staff.
• Use of local labour and targeted enterprise participation, with specific emphasis on employment of local community members and previously disadvantaged individuals.
• Provision of adequate site facilities, water, power, and waste management in line with municipal and legislative requirements.
• Preparation and submission of detailed health and safety plans, environmental management plans, and quality control procedures.
• Technical supervision, inspections, and testing to ensure compliance with specifications and standards.
• Proper management of underground services, site access, and environmental impacts during construction.

All work must be carried out with due regard to safety, quality, environmental sustainability, and community engagement, as detailed in the tender documentation and specifications.
