Tender Summary: Construction of Murangoni Bridge (Low Level Bridge)

Objectives

Thulamela Local Municipality invites suitably qualified service providers to submit bids for the construction of the Murangoni Bridge, a low-level bridge. The project aims to appoint a competent contractor to deliver this civil engineering infrastructure project in accordance with municipal specifications and regulatory requirements.

Scope of Work

The successful bidder will be responsible for the full construction of the Murangoni Low Level Bridge. The project falls under civil engineering works, specifically bridge construction, and requires the contractor to manage all aspects of the construction process from site establishment through to project completion.

Technical Requirements

• CIDB Grading: Bidders must hold a valid Construction Industry Development Board (CIDB) grading of 5CE or higher, demonstrating capability in civil engineering works.
• Compulsory Briefing Session: Attendance is mandatory on 31 August 2026 at 11h00 at the Murangoni Bridge site (Coordinates: 22°55'5.78"S; 30°22'52.45"E). Failure to attend will result in disqualification.
• Document Submission: Bids must be submitted in black ink, in the specified page sequence and colour, with binding using staples plus adhesive tape. All pages must be included as indicated in the tender document.
• Validity Period: Bids must remain valid for 90 days after the closing date.
• Closing Date: Bids must be deposited into the official Bid Box by 11h00 on 11 September 2026.

Compulsory Documentation

Bidders must submit the following with their bid documents:

• Tax Compliance Status Letter or Tax Compliance Pin Number
• Company registration documents (e.g., CK)
• Valid COIDA Letter of Good Standing
• Company profile
• Valid proof of registration with CIDB
• Proof of registration on CSD (Central Supplier Database)
• Curriculum vitae of the proposed project team
• Organogram of the project team indicating key personnel
• Proof that municipal rates and taxes for the company and its directors are not in arrears for more than three months (not older than three months from advertisement date). Where applicable, a valid lease agreement or official exemption letter from the relevant municipality must be provided.
• List of Roads and Stormwater projects completed in the past 10 years within Municipal, RAL, SANRAL, Government Institutions and/or Parastatals, with client contact details, descriptions, and contract values.
• All documentation listed under Part T2 of the tender document (Compliance with Tender Conditions).

Evaluation Criteria

Bids will be evaluated using the 80/20 preferential points system and functionality criteria. Functionality will be scored out of 100%, with a minimum qualifying threshold of 70%. Bidders failing to meet this threshold will not be considered further.

Functionality Weighting (100 points total):

• Experience in Road and Stormwater Construction Projects (40 points): Demonstrated company experience and past performance.
• Key Staff Experience (25 points): Qualifications and experience of proposed project personnel.
• Plant and Equipment Ownership (25 points): Proof of ownership of major equipment, including valid license disks and registration.
• Financial Reference (10 points): Financial standing of the bidder.

Preference Points (20 points breakdown):

• 100% Black ownership: 10 points
• 100% Women ownership: 5 points
• Youth: 3 points
• Disability (verified by medical certificate): 2 points

Skills Requirements

The appointed contractor must demonstrate:

• Proven experience in road and stormwater construction projects, particularly within municipal, RAL, SANRAL, or government environments.
• Qualified and experienced key personnel with relevant qualifications in civil engineering.
• Ownership of appropriate plant and equipment necessary for bridge construction.
• A valid CIDB grading of 5CE or higher.

Important Notes

• Bids may only be submitted on the official bid documentation provided by the municipality.
• Late, incomplete, unsigned, or bids completed in pencil will be disqualified.
• Electronic submissions (fax or email) are not accepted.
• The municipality is not bound to accept the lowest bid and reserves the right to accept any part of a bid.
• Bids will be assessed under the Municipal Finance Management Act (Act 56 of 2003), PPPFA, and the municipality's Supply Chain Management Policy.
