Objectives

The primary objective of this tender is to construct the Ndunwana Gravel Road and Bridge in Ward 03, improving access, safety, and socio-economic conditions in the area. The project aims to provide durable infrastructure, facilitate emergency and public transport, and promote local employment through labour-intensive methods, especially targeting local communities and targeted labour groups.

Scope

The scope includes the construction of approximately 2.7 km of gravel road with associated drainage, culverts, signage, and safety features. It encompasses earthworks, gravel base and wearing courses, concrete structures (causeways, culverts, headwalls), stormwater drainage, gabions, guardrails, signage, and environmental and safety measures. The project also involves relocating existing services, establishing site facilities, and implementing labour-intensive construction practices to maximize local employment and skills development.

The work is to be executed in accordance with the detailed scope outlined in the Schedule of Quantities, drawings, and specifications, with provisions for variations based on site conditions and environmental considerations.

Technical Requirements

• Construction of a two-layer gravel road (approx. 2.7 km) with specified materials (G6 gravel, concrete wearing course).
• Installation of stormwater drainage, culverts, gabions, and guardrails as per design drawings and specifications.
• Implementation of environmental management measures, including site clearance, erosion control, waste management, and protection of existing services.
• Compliance with all relevant standards, including COLTO specifications, SANS standards, and environmental regulations.
• Adherence to health and safety regulations, including the development of safety plans, hazard assessments, and provision of PPE.
• Use of labour-intensive methods for specified activities, with detailed procedures for training, supervision, and employment of local labourers.
• Provision for temporary traffic management, signage, and accommodation of traffic during construction.
• Monitoring and reporting on environmental and safety compliance throughout the project duration.

Skills Requirements

• Management and supervisory staff with competencies in labour-intensive construction systems, safety management, and project supervision, including qualifications aligned with NQF levels 2, 4, or 5.
• Experienced site managers, engineers, and safety officers familiar with COLTO standards, environmental management, and health and safety regulations.
• Trained and accredited trainers for on-site and formal training of local labourers, including skills in construction techniques, safety procedures, and environmental practices.
• Community Liaison Officers with skills in community engagement, labour recruitment, and grievance management.
• Qualified health and safety personnel capable of conducting hazard assessments, developing safety plans, and monitoring compliance.
• Skilled operators for plant and equipment, with certification and competence in operating machinery such as excavators, graders, rollers, and trucks.
• Environmental officers with expertise in environmental monitoring, erosion control, and waste management.
• Personnel with experience in traffic management, signage installation, and safety during construction activities.
