Objectives

The primary objective of this tender is the construction of new offices for the K9 Dog Unit on Erf 2001, Extension 23, Mossel Bay Municipality. Scope

The scope of work includes:

• Construction of external and internal walls, including dry wall partitions
• Roof structure with metal sheeting, insulation, gutters, and downpipes
• Floor finishes, ceilings, and fixed furniture such as kitchen fittings
• Walling and toilet facilities within the existing Dog Unit premises
• Site preparation, foundations, and surface bed/slab construction
• Installation of rainwater disposal systems and external facades

The scope also encompasses site setup, health and safety measures, environmental considerations, and compliance with relevant standards and legislation.

Technical Requirements

The technical requirements specify:

• Adherence to the detailed drawings, notes, and specifications provided in tender documents
• Development and maintenance of a construction programme aligned with project timelines
• Implementation of health and safety protocols as per Occupational Health & Safety Act and Construction Regulations 2014
• Provision of site facilities, including water, power, and sanitation, arranged by the contractor
• Control of environmental impact, pollution, and disturbance to surrounding areas
• Proper management of construction activities, including excavation, scaffolding, electrical installations, and material handling
• Compliance with all relevant legislation, standards, and municipal requirements

Skills and Skills Requirements

The tender stipulates the following skills and experience criteria for bidders:

• Company Experience: Minimum 1 year of relevant experience in construction projects, with points awarded for up to 5+ years of experience.
• References: Valid references from completed projects similar in scope, with completed appointment letters and certificates.
• Key Site Personnel:
  • Project Manager (minimum 8 hours/week): 1 point (1-5 years), 3 points (5-10 years), 5 points (>10 years)
  • Construction Supervisor/Foreman: 2 points (1-5 years), 6 points (5-10 years), 10 points (>10 years)
  • Skilled Artisans (e.g., Bricklayers, Carpenters): 1-3 points depending on experience
• Plant, Equipment & Machinery: Availability of owned or rented equipment, with proof of ownership or lease agreements, and relevant certifications.
• Joint Venture Experience: For JV bidders, experience of the leading partner and project team will be considered, with specific requirements for the JV agreement and shared responsibilities.
• Health & Safety Competency: Demonstrated through approved H&S plans, safety officers, and relevant certifications.
• Legislative Compliance: Proof of registration with the Compensation Fund, CIDB registration, and tax compliance.
