Objectives

The primary objective of this tender is to construct the Nompindela Gravel Access Road in Ward 12, improving access, safety, and service delivery for the local community. The project aims to upgrade existing road infrastructure to facilitate transportation, emergency response, and socio-economic development, aligning with the municipality’s MIG-funded development goals.

Scope

The scope encompasses the complete construction of approximately 1.68 km of gravel access road, including:

• Site clearing and grubbing
• Mass earthworks and excavation
• Relocation and protection of existing services (water, Eskom infrastructure)
• Roadbed preparation and gravel base and wearing courses
• Construction of culverts, v-drains, catchpits, and headwalls
• Installation of road signs and safety features
• Provision of traffic accommodation and safety measures
• Environmental and safety management as per specifications

The project also includes site establishment, environmental management, and compliance with health and safety regulations.

Technical Requirements

The technical requirements include:

• Adherence to CIDB grading of 5CE or higher
• Compliance with CIDB Standard Conditions of Tender and Contract Data
• Use of approved materials, including gravel, culverts, and signage, conforming to relevant standards (SANS, COLTO, TRH, TMH)
• Implementation of labour-intensive construction methods where specified (marked LI in Bills of Quantities)
• Provision of geotechnical investigations, drawings, and detailed site information
• Environmental management plans and mitigation measures
• Health and safety compliance, including appointment of safety officers, safety plans, and training
• Proper traffic management, signage, and safety measures during construction
• Monitoring and reporting on progress, quality, safety, and environmental compliance

Skills Requirements

The tender specifies the following skills and management competencies:

• Management and supervisory staff with qualifications and experience in labour-intensive construction, including:
• Team leaders / supervisors with NQF Level 2 or 4 qualifications in relevant construction systems
• Site agents/managers with experience in road and stormwater construction
• Qualified safety officers and environmental officers
• Skilled personnel for specific tasks such as excavation, culvert installation, and signage
• Management of targeted and local labour, including employment, training, and community liaison
• Provision of accredited training for workers and supervisors, with records maintained and submitted
• Experience in environmental management, safety compliance, and traffic control

Additionally, the contractor must demonstrate financial capacity, CIDB registration, and relevant project experience, including references and previous project documentation.
