Summary of Objectives, Scope, Technical and Skills Requirements of the Tender

Objectives

The primary objectives of the project are to refurbish critical water infrastructure including pump stations, water treatment works (WTW), reservoirs, and associated facilities. The goals are to enhance operational efficiency, improve safety standards, restore infrastructure functionality, and extend the service life of the assets to ensure sustainable water supply and treatment in the Namakwa region.

Scope

The scope encompasses refurbishment of aging infrastructure such as pump stations, water treatment facilities, reservoirs, pipelines, and related civil, mechanical, electrical, and civil works. Key activities include:

• Waterproofing and concrete repairs at reservoirs and clarifiers
• Construction and repair of evaporation ponds
• Pipeline installation and replacement, including pipework, valves, and fittings
• Earthworks, excavation, backfilling, and site grading
• Mechanical works including pipework, pumps, and valves
• Electrical works including power distribution, control panels, SCADA integration, and instrumentation
• Construction of guard houses, fencing, and security measures
• Installation of monitoring, control, and instrumentation systems for flow, level, and chlorine dosing

Technical Requirements

• Use of specified standard specifications (e.g., SANS 1200 series, SANS 1123, SANS 719, etc.)
• Design, installation, and testing of electrical, mechanical, and control systems in accordance with relevant standards (e.g., SANS 60034, SANS 60071, SANS 60947, SANS 61131, etc.)
• Implementation of waterproofing, concrete repair, and structural steelwork as per manufacturer’s specifications
• Provision of reliable SCADA and instrumentation systems for monitoring and control
• Compliance with environmental, health, and safety regulations (including Occupational Health & Safety Act, Environmental Management Plan, etc.)
• Design and installation of security and fencing as per drawings and specifications
• Provision of testing, commissioning, and handover documentation including as-built drawings, manuals, and guarantees

Skills and Skills Requirements

• Proven experience in water infrastructure refurbishment projects of similar scope and complexity
• Qualified personnel including engineers, technicians, and artisans with relevant certifications (e.g., PrEng, PrTech, SACPCMP registration)
• Competent electrical and mechanical tradespeople with experience in control systems, SCADA, and instrumentation
• Ability to interpret and implement standards such as SANS 1200 series, SANS 1123, SANS 719, SANS 60034, SANS 61131, etc.
• Experience in waterproofing, concrete repairs, structural steelwork, and pipeline installation
• Qualified health and safety officers and personnel trained in occupational health and safety regulations and procedures
• Skilled in project management, including planning, scheduling, and coordination of multidisciplinary teams
• Ability to prepare and submit detailed design, testing, and commissioning documentation
• Knowledge of environmental management and pollution control measures
