Objectives

The primary objective of this tender is to appoint a capable contractor to construct the Return Effluent (RE) Water Infrastructure within the Coega SEZ, specifically to Zones 3, 5, 6, 7, and 9. The project aims to upgrade and extend the existing wastewater conveyance systems to support industrial water needs, reduce reliance on potable water, and facilitate sustainable water management by refining effluent and conveying it via pipelines and ancillary infrastructure. The scheme will help protect potable water reserves and generate income through billing for return effluent use.

Scope

The scope of work includes:

• Construction of new bulk and distribution pipelines for return effluent water.
• Ancillary works such as chambers, valves, chambers, and associated infrastructure.
• Upgrading existing pipelines and installing new pipelines along designated routes, including river crossings and road crossings using microtunnelling and HDD techniques.
• Provision of temporary works, site establishment, and safety measures.
• Protection and relocation of existing services and infrastructure, including careful excavation and proving of services.
• Preparation of as-built drawings, testing, and commissioning of the infrastructure.
• Environmental, health, and safety compliance, including submission of method statements and adherence to specifications.

Technical Requirements

The technical requirements encompass:

• Construction in accordance with the latest standards and specifications, including SANS 1200 series, relevant international standards (ASTM, ISO, BS), and project-specific specifications.
• Use of approved materials, such as PVC-O pipes, steel pipes, valves, chambers, and coatings, compliant with specified standards.
• Design and construction of pipelines with appropriate trenching, bedding, and protection measures, including lateral support design approved by geotechnical engineers.
• Implementation of microtunnelling and HDD techniques for river and road crossings, with no open trenching permitted in these areas.
• Proving and locating existing services prior to excavation, using electronic tracing and hand excavation, with detailed survey and as-built documentation.
• Adherence to environmental management, health and safety, and traffic management plans.
• Testing and commissioning of pipelines and associated infrastructure, including pressure testing and quality control, by SANAS-accredited laboratories.

Skills and Competency Requirements

The contractor must demonstrate:

• CIDB grading of 8CE or higher, with proof of registration and capability to undertake large-scale infrastructure projects.
• Experience in constructing water pipelines, chambers, and related infrastructure, with references to similar projects.
• Compliance with the CIDB B.U.I.L.D standards for enterprise development and skills development through infrastructure contracts.
• Qualified personnel, including a full-time, SACPCMP-registered Construction Health and Safety Officer or Manager with at least 8 years of experience.
• Provision of a detailed organogram and CVs of key personnel involved in the project, ensuring their qualifications and experience meet the project requirements.
• Capacity to manage environmental, health, safety, and quality standards, including submission of method statements, test reports, and as-built documentation.
• Ability to undertake site surveys, locate existing services, and execute construction with minimal disruption and maximum safety.
• Experience with microtunnelling, HDD, and other trenchless crossing methods, as well as handling complex geotechnical conditions.
• Commitment to skills development and training of local labor, in line with BBBEE and government targets.
