Objectives

The primary objective of this tender is to upgrade approximately 2.9 km of internal streets from gravel to paved roads with stormwater drainage, ensuring improved service levels and flood management. The project emphasizes the maximization of local employment through labour-intensive construction methods, on-the-job training, and community participation, aligning with EPWP principles. It aims to deliver durable infrastructure while fostering local economic development and community involvement.

Scope

The scope encompasses:

• Construction of approximately 2.9 km of paved streets (Street 1 to 5) and a 500m trapezoidal stormwater drain.
• Installation of stormwater infrastructure, including culverts, drains, and associated structures.
• Provision of all materials, plant, and equipment required for construction, including earthworks, paving, stormwater systems, signage, and road markings.
• Site preparation, access management, traffic accommodation, and safety measures.
• Implementation of labour-intensive activities with local workforce, including manual earthworks, brickwork, and installation of stormwater components.
• Coordination with local authorities and community structures for site access, safety, and employment participation.

Technical Requirements

The technical scope includes:

• Adherence to CIDB standards (minimum contractor grading 7CE or higher), SANS specifications, and relevant legislation (GCC 2015, Occupational Health & Safety Act, NEMA).
• Preparation and submission of detailed construction programmes, including phased schedules and cash flow projections.
• Implementation of quality management systems, including testing, inspection, and record-keeping as per standards.
• Compliance with environmental management plans and safety regulations, including COVID-19 protocols.
• Design, supply, and installation of stormwater infrastructure, signage, and road markings as per drawings and specifications.
• Effective management of site access, traffic control, and community liaison to minimize disruptions.
• Provision of "as-built" drawings, operation and maintenance manuals, and final documentation for project completion.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in civil construction, especially in road paving, stormwater systems, and earthworks, with successful completion of similar projects (minimum 3 projects valued at R20 million or more).
• Qualified key personnel including:
• Project Site Agent (NQF Level 6, managing labour-intensive methods, with 1-3 years relevant experience)
• Site Foreman (NQF Level 4, with 1-3 years relevant experience)
• Safety Officer (NQF Level 6, with relevant health and safety experience)
• Availability of plant and equipment such as excavators, graders, TLBs, tipper trucks, and Bakkies, with appropriate registration and certification.
• Demonstrated capacity for quality control, environmental management, and safety compliance.
• Ability to develop and implement construction programmes, manage site logistics, and coordinate community engagement.
• Financial stability demonstrated through audited financial statements (past 3 years), tax compliance, and relevant certifications.
• Capacity to employ and manage local labour, including targeted employment and training of unskilled and semi-skilled workers, aligned with EPWP requirements.
• Knowledge of applicable standards, legislation, and best practices in civil construction, safety, and environmental management.
