Objectives

The primary objective of this tender is to invite qualified contractors to undertake the construction and installation of various sports facilities within the Greater Tzaneen Municipality. Specific projects include the construction of the Runnymade Sports Facility, rebuilding of the Tzaneen 66kV Feeder Line, and the installation of a SCADA system for the municipality. The aim is to enhance sports infrastructure, electrical network reliability, and automation capabilities within the municipality.

Scope

The scope of work encompasses:

• Construction of the Runnymade Sports Facility, including relevant civil and structural works.
• Rebuilding of the Tzaneen 66kV Feeder Line, involving electrical and civil works.
• Installation and commissioning of a SCADA system for the Greater Tzaneen Municipality.

Each project involves procurement, installation, testing, and commissioning of equipment and infrastructure, with specific phases and technical requirements outlined in the bid documents.

Technical Requirements

General Requirements

• Proof of relevant company experience and previous project completion certificates.
• Proof of plant and equipment suitable for the scope of work.
• Key personnel with appropriate qualifications and experience, including CIDB grading of 6EP or higher, and registration with relevant professional bodies (ECSA, SACPCMP).
• Company’s audited financial statements for the past three years.
• Compliance with health and safety standards, including construction health and safety management.

Specific Technical Requirements

• For the Sports Facility:
• Construction of civil, structural, and related infrastructure as per project specifications.
• Provision and installation of relevant sports equipment and facilities.
• For the Tzaneen 66kV Feeder Line:
• Rebuilding of the electrical feeder line with appropriate civil and electrical works.
• Compliance with electrical standards and safety regulations.
• For the SCADA System:
• Supply, installation, and commissioning of SCADA hardware and software.
• Integration with existing systems and infrastructure.
• Provision of key personnel with experience in SCADA systems and relevant certifications.

Mandatory Documentation

• Proof of purchase of tender documents (receipt or proof of payment).
• Company registration documents, ID copies of directors, and tax compliance certificates.
• Statement of municipal rates and taxes or lease agreements where applicable.
• Joint Venture agreements if applicable.
• Proof of CIDB grading and professional registration where required.
• Audited financial statements for the past three years.

Additional Requirements

• Attendance at compulsory briefing sessions scheduled during the tender process.
• Sealed submission of bid documents into the designated bid box.
• Compliance with evaluation criteria, including functionality assessment and preference points system.
