Objectives

The primary objective of this tender is to appoint reputable and experienced service providers for the construction of the Ward 18 Sportfield (Magwala) in uMzimkhulu. The project aims to develop a sports facility that meets the municipality's standards and requirements, contributing to community development and sports infrastructure enhancement.

Scope

The scope of work includes the construction of the Ward 18 Sportfield (Magwala), which encompasses site preparation, civil works, installation of relevant infrastructure, and ensuring the facility is functional and compliant with municipal standards. The project involves the use of specified plant and equipment, adherence to construction methodologies, and meeting the project timelines as outlined in the construction programme.

Technical Requirements

• Availability and proof of ownership or hire commitments for specified plant and equipment, including TLB, Motor Grader, Water Tanker, Excavator, and Rollers.
• Demonstration of experience through completed sport-related projects (minimum of 3 projects), supported by appointment letters and completion certificates.
• Qualified and experienced site agent and general foreman, with relevant certifications and CVs.
• Submission of a detailed construction methodology in the form of a Gantt chart, indicating sequencing, timelines, critical path, plant, labour, and cash flows.
• Provision of all required documents such as registration on the Central Suppliers Database (CSD), municipal rates and services certificates, lease agreements (if applicable), affidavits, and authority to sign documents.
• Compliance with the 80/20 scoring system, emphasizing price (80%) and specific goals (20%).
• Plant and equipment must meet specified ownership or hire proof requirements, with minimum points allocated based on ownership or hire status.

Skills Requirements

• Experience: Proven track record with at least 3 completed sport-related projects, supported by appointment and completion certificates.
• Personnel Qualifications:
  • Site Agent: Minimum qualification of a National Diploma in Civil Engineering, Quantity Surveying, or Project Management, with at least 5 years of relevant experience for 5-9 years, or 10+ years for higher points.
  • General Foreman: Minimum NQF Level 4 in Civil Construction, with similar experience criteria as the Site Agent.
• Construction Methodology: Ability to prepare and present a comprehensive construction programme in Gantt chart format, demonstrating sequencing, timelines, and resource planning.
• Plant and Equipment Management: Demonstrated capacity to provide proof of ownership or hire commitments for required plant and equipment, ensuring availability throughout the project duration.
• Administrative and Compliance Skills: Ability to submit all necessary documentation, including registration, municipal certificates, lease agreements, affidavits, and authority letters, on time and in proper format.
