Objectives

The primary objectives of the tender are to appoint a consulting engineering service provider to undertake routine road maintenance on National Route R382 Section 1 to 2, from Alexander Bay (RSA/Namibian Border) (km0.0) to Steinkopf (km91.37). The scope includes providing design, construction documentation, supervision, and ongoing maintenance for a contract period of approximately 60 months, ensuring road safety, structural integrity, and compliance with relevant standards.

Scope

The scope encompasses:

• Provision of comprehensive routine road maintenance services on the specified route, including pavement repairs, drainage, signage, fencing, and other road furniture.
• Design and development of detailed assessment reports, safety inspections, and waterway assessments.
• Management of sub-contractors, Targeted Enterprises, and Targeted Labour in line with BBBEE policies.
• Implementation of stakeholder engagement, community liaison, and social facilitation activities.
• Monitoring and reporting on incident management, safety, and environmental compliance.
• Preparation of contract documentation, evaluation, and administration of the Works Contract.

Technical Requirements

The technical requirements include:

• Development of a Road Condition Report based on visual surveys, including pavement, structures, drainage, and safety features.
• Implementation of a comprehensive Incident Management System (RIMS) with regular reporting, simulations, and debriefings.
• Adherence to occupational health and safety standards, including risk assessments, training, and incident reporting.
• Provision of qualified Key Persons, including Contract Engineers, Project Managers, and Safety Officers, with specified minimum experience and qualifications.
• Use of SANRAL’s Integrated Transport Information System (ITIS) for data management, job instructions, and reporting.
• Procurement and management of sub-services, materials testing, and safety inspections in compliance with relevant regulations.
• Implementation of stakeholder engagement, community liaison, and targeted enterprise development activities.
• Preparation of detailed project and safety documentation, including waterway inspections, structural safety, and incident reports.

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in routine road maintenance, pavement assessment, and safety management, with relevant project references.
• Qualified personnel, including Professional Engineers (Pr. Eng.), Technologists (Pr. Tech Eng.), and Safety Officers, with minimum years of experience.
• Capability to manage Targeted Enterprises and Labour, with appropriate registration and compliance with BBBEE policies.
• Competence in using SANRAL’s ITIS platform and related software tools for data management and reporting.
• Ability to develop, implement, and monitor health and safety plans, risk assessments, and incident management procedures.
• Experience in stakeholder engagement, community liaison, and social facilitation within the project area.
• Capacity to prepare comprehensive documentation, including safety inspections, waterway assessments, and project reports.
• Demonstrated management and supervisory skills, with qualified personnel capable of overseeing construction, safety, and environmental compliance.
