Objectives

The primary objective of this tender is to appoint a consulting engineering service provider to supervise the operation and maintenance of the Huguenot Toll Tunnel on National Route 1 Sections 1 and 2. The scope includes supervision of tunnel facilities, toll collection, safety, and infrastructure management over a contract period of six years, with an option to extend for two additional years.

Scope

The scope encompasses:

• Supervision of the operation and maintenance of the Huguenot Toll Tunnel and associated facilities.
• Design, tendering, and supervision of works related to the tunnel and toll plaza infrastructure.
• Monitoring of safety, environmental compliance, and operational integrity.
• Management of toll collection systems, traffic data, pavement, structures, and sub-service providers.
• Stakeholder and community liaison, targeted enterprise participation, and social facilitation.
• Development and implementation of health and safety management plans, risk assessments, and quality control.
• Coordination of project meetings, reporting, and documentation in line with SANRAL standards.

Technical Requirements

The technical requirements include:

• Provision of qualified key personnel such as Project Leader, Civil/Structural Design Specialist, Electrical/Electronic Design Specialist, and Health & Safety specialists, with specified experience and professional registration.
• Development of detailed project plans, risk assessments, and safety management systems compliant with legislation.
• Supervision of construction, maintenance, and operational activities, including structures, pavement, drainage, and electrical systems.
• Implementation of Building Information Modelling (BIM) standards for design and construction.
• Management of environmental and occupational health and safety regulations, including incident reporting and hazard control.
• Use of SANRAL’s ITIS and SARDS platforms for data management, reporting, and project monitoring.
• Coordination of stakeholder engagement, targeted enterprise participation, and social facilitation.

Skills Requirements

The skills and competencies required include:

• Professional registration with ECSA (PrEng or PrTechEng) for key design and project leadership personnel.
• Experience in tunnel supervision, civil and structural engineering, electrical systems, and safety management.
• Proven track record in managing large infrastructure projects, including structures, pavement, and drainage.
• Strong project management, reporting, and documentation skills.
• Expertise in health and safety legislation, risk assessment, and environmental compliance.
• Competence in using SANRAL’s ITIS and SARDS systems for data collection, analysis, and reporting.
• Stakeholder engagement, community liaison, and targeted enterprise development skills.
