Objectives

The primary objective of this tender is to engage a qualified service provider to deliver comprehensive wellness services for routine road maintenance projects across the Mpumalanga Province. The services aim to promote employee health, early disease detection, trauma support, and overall wellbeing of workers involved in road maintenance activities, especially those in remote areas with limited access to healthcare facilities.

Scope

The scope of work includes:

• Management and administration of the wellness project, including staffing, training, and reporting.
• Provision of onsite HIV/AIDS awareness, testing (ACT), health screening, and trauma counselling services.
• Implementation of structured training and capacity-building programs for Wellness Coaches.
• Coordination of wellness activities such as forum facilitation, health talks, and awareness events.
• Provision of a 24-hour call centre offering confidential counselling and crisis support.
• Logistics management including transportation, venue hiring, and promotional material distribution.
• Monitoring, reporting, and evaluation of wellness activities and outcomes.
• Establishment of an office in Mpumalanga and deployment of Wellness Coaches at designated sites.

The project covers approximately 3412 km of national roads in Mpumalanga, with services spanning over five years, including bi-annual health screening, quarterly training, and ongoing support activities.

Technical Requirements

• Provision of qualified personnel including project leaders, facilitators, nurses, and counsellors with specified minimum qualifications and experience.
• Implementation of SETA-accredited training programs for Wellness Coaches.
• Development and maintenance of an updated database of all wellness staff and participants.
• Establishment of a fully equipped office and logistics support at Mpumalanga sites.
• Provision of a 24/7 multilingual call centre with qualified counsellors.
• Delivery of health screening, HIV testing, trauma counselling, and disease management services.
• Adherence to health and safety regulations, including occupational health and safety standards.
• Use of ITIS platforms for data management, reporting, and monitoring activities.
• Regular reporting including monthly status reports, quarterly facilitation reports, and annual summaries.
• Logistics management for transportation, venue hire, promotional activities, and training sessions.

Skills Requirements

The tenderer must demonstrate the capacity to provide personnel with the following minimum skills and qualifications:

• Project Leader: Minimum 7 years’ experience, registered with ECSA or PMSA, with a relevant degree and project management expertise.
• Facilitator/Educator: Minimum 5 years’ experience, accredited SETA trainer, with skills in health education and life skills training.
• Registered Nurse: Registered with SANC, with at least 3 years’ clinical experience, capable of conducting health assessments and interpreting results.
• Lay Counsellor: Minimum Level 4 qualification, with experience in psychological support and trauma counselling.
• Wellness Coaches: Qualified in health promotion, HIV/AIDS awareness, and capable of delivering training and support on-site.
• Proficiency in data management systems (ITIS), report writing, and stakeholder coordination.
• Excellent communication, interpersonal, and organisational skills to support effective programme delivery.
