Objectives

The primary objective of this tender is to procure consulting services for the provision of general water resource modelling and evaluation services. These services aim to support the quantification of allocable water and facilitate integrated water resource planning for the Nwamitwa Dam. The study seeks to update existing hydrological and water demand data, address information gaps, and ensure current, reliable data to inform decision-making and project implementation.

Scope

The scope encompasses:

• Review of existing feasibility studies and data, ensuring alignment with current standards and guidelines.
• Hydrological assessment, including rainfall and river flow gauging station analysis.
• Updating water demand projections for various user categories (domestic, industrial, irrigation, afforestation).
• Development of multiple future water balance scenarios up to 2050.
• Provision of technical support for water resource modelling, including the Water Resource Yield Model (WRYM) and Water Resource Planning Model (WRPM).
• Stakeholder engagement and public participation management.
• Project management, including programme development, cost control, risk management, and reporting.
• Skills development aligned with CIDB B.U.I.L.D standards, including training plans and monitoring.

Technical Requirements

The technical requirements include:

• Assembling a multidisciplinary team with expertise in hydrology, water resource modelling, water quality, geohydrology, and environmental assessments.
• Utilizing and updating existing models (WRYM, WRPM, WRYM, etc.) and developing new scenarios.
• Conducting hydrological data analysis and updating water demand scenarios based on recent data (up to September 2024).
• Performing environmental impact assessments, including ecological and alien invasive vegetation assessments.
• Developing comprehensive reports, including hydrology, water requirements, ecological needs, and water quality.
• Implementing quality assurance measures, including independent audits of the quality management system.
• Engaging stakeholders through structured forums and public participation processes.

Skills Requirements

The successful bidder must demonstrate:

• Experience in water resource planning and hydrological modelling, specifically with WRYM and WRPM.
• Proven capability in updating and managing complex water resource models and scenarios.
• Expertise in hydrological data analysis, water demand forecasting, and scenario development.
• Knowledge of environmental assessments, ecological requirements, and alien invasive vegetation management.
• Strong project management skills, including programme development, cost control, risk management, and reporting.
• Ability to facilitate stakeholder engagement and manage public participation processes.
• Experience in skills development and training in line with CIDB B.U.I.L.D standards.
• Qualified personnel with relevant professional registration (e.g., Pr. Eng., Pr. Sci Nat.) and experience in water resource engineering, hydrology, geohydrology, and water quality.
