Objectives

The primary objective of this tender is to procure a contractor for the strip, assess, and repair of all Siemens and Rotork type actuators at Lethabo Power Station over a period of five years. The contract aims to ensure reliable maintenance, repair, and operational readiness of actuators, supporting plant efficiency and safety.

Scope

The scope encompasses:

• Complete overhaul, assessment, and repair of Siemens and Rotork actuators.
• Pre-shutdown inspections and on-site service options.
• Provision of training, technical backup, and installation/commissioning support.
• Transport, handling, and secure storage of actuators during repair processes.
• Adherence to safety, health, environmental, and quality standards as specified in the contract documents.
• Monitoring and reporting on contractor performance, safety compliance, and SDL&I objectives.

Technical Requirements

The technical specifications include:

• Assessment and repair of Siemens and Rotork actuators, including disassembly, cleaning, replacement of worn parts, and reassembly.
• Use of OEM parts and guarantees for electrical components and motors.
• Compliance with OEM and Eskom safety, quality, and environmental standards.
• Provision of qualified personnel for installation, commissioning, and troubleshooting.
• Adherence to specified repair times, response times, and outage turn-around times.
• Implementation of safe work procedures, hazard management, and emergency response plans.
• Proper documentation, testing, and quality assurance for all repair activities.
• Transport and handling protocols to prevent damage during movement of actuators.

Skills and Skills Development Requirements

The tender mandates the following skills and development commitments:

• Provision of qualified technical personnel with experience in actuator repair, electrical and control systems, and safety procedures.
• Training of Eskom personnel and local community members in basic maintenance, fault finding, and safety practices.
• Participation in skills development programs aligned with Eskom’s SDL&I objectives, including employment of unemployed candidates and development of scarce and critical skills.
• Implementation of a skills development plan, including targets for employment creation, training, and capacity building.
• Compliance with B-BBEE requirements, including maintaining or improving B-BBEE levels and submitting relevant certification or sworn affidavits.
• Development of local content, including sourcing of components and services from designated local suppliers and sub-contractors.
• Monitoring and reporting on SDL&I performance, including progress on employment, training, and local procurement targets.
