Objectives

The primary objective of this tender is to establish a panel of accredited shops and retailers within the North West Region to facilitate the issuance of Social Relief of Distress (SRD) items to approved SASSA beneficiaries. The panel will enable beneficiaries to redeem vouchers for basic necessities, ensuring immediate relief for individuals and families in distress who cannot meet their basic needs. Once appointed, successful suppliers will enter into a Service Level Agreement (SLA) with SASSA to provide these services over a period of thirty-six (36) months.

Scope

The scope of the project includes:

• Provision of basic necessities to approved SASSA beneficiaries based on their personal choices, adhering to the exclusion list specified in Annexure A.
• Issuance of goods upon presentation of valid vouchers, with verification of beneficiary identity.
• Ensuring goods are of acceptable quality standards (SABS/SANS/ISO) and prices are comparable to general market rates.
• Prohibition of pre-packaging of items and redemption of vouchers for cash.
• Compliance with monitoring and evaluation procedures, including beneficiary interviews and inspections.
• Operational requirements for established retailers or shops that are open to the public and not solely established for this bid.

Technical Requirements

The technical requirements include:

• Provision of goods in accordance with the approved basket of items, excluding those on the exclusion list.
• Immediate issuance of goods upon presentation of a valid voucher, with prior confirmation of beneficiary identity.
• Vouchers must be recent (not older than five days) and not redeemed for cash.
• Goods must meet quality standards and be priced similarly to normal retail charges.
• Suppliers must be operational, with proof of physical address and recent sales receipts.
• Compliance with monitoring, site inspections, and adherence to the Service Level Agreement.

Skills and Capacity Requirements

Applicants must demonstrate:

• Operational retail or wholesale business with established presence in the North West Region.
• Capacity to supply household goods and groceries in line with beneficiary needs.
• Ability to verify beneficiary identity and process vouchers efficiently.
• Compliance with administrative requirements, including registration on the Central Supplier Database (CSD) and tax compliance.
• Provision of proof of recent sales, physical address, and relevant business registration documents.
• Willingness to enter into a Service Level Agreement and adhere to monitoring and evaluation protocols.
