Objectives

The primary objective of this tender is to appoint a Service Provider to perform civil engineering services for the construction of a Broiler Project and Chicken Abattoir at Grootvlei Prison. The services aim to support the successful development, design, procurement, construction, and completion of the project, ensuring compliance with relevant standards, legislation, and environmental considerations.

Scope

The scope includes a comprehensive range of civil engineering services covering all project phases:

• Preliminary investigations, feasibility studies, and site inspections.
• Design development, including concept, preliminary, and detailed designs.
• Preparation of procurement and construction documentation.
• Procurement support, tender evaluation, and contract administration.
• Construction supervision, site inspections, and quality assurance.
• Project close-out, final documentation, and handover.
• Additional services such as geotechnical investigations, environmental impact assessments, and targeted procurement support.

Technical Requirements

The technical requirements specify adherence to:

• Compliance with the CIDB Standard Conditions of Tender and CIDB Standard for Uniformity in Engineering and Construction Works Contracts.
• Registration of key personnel, including professional civil engineers or technologists registered with the Engineering Council of South Africa (ECSA).
• Provision of professional indemnity insurance with minimum coverage as specified.
• Implementation of environmental management plans and compliance with environmental legislation.
• Application of labour-intensive construction methods where applicable, with staff qualified under relevant EPWP standards.
• Use of locally manufactured materials and environmentally sustainable design principles.
• Provision of security clearance for personnel involved in projects requiring such.
• Use of compatible software for project programming and documentation.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in civil engineering projects of similar scope and complexity, preferably in institutional or correctional facilities.
• Full-time supervision by registered professional civil engineers or technologists.
• Capability to undertake geotechnical, environmental, and structural investigations and design.
• Strong project management and coordination skills, including adherence to timeframes and budgets.
• Ability to prepare detailed technical reports, cost estimates, and procurement documentation.
• Experience in construction supervision, quality control, and contract administration.
• Knowledge of environmental legislation, safety regulations, and labour-intensive construction practices.
• Effective communication and coordination skills with multidisciplinary teams, authorities, and stakeholders.
• Capacity to provide professional indemnity insurance and security clearance documentation.
