Objectives

The primary objective of this tender is to procure corrosion protection services for the temporary bypass pipe at Clanwilliam Dam in the Western Cape. The aim is to ensure the integrity and durability of the pipe during the dam's construction activities, specifically focusing on applying corrosion protection coatings and lining materials to prevent deterioration during the project.

Scope

The scope includes:

• Provision of corrosion protection for internal and external surfaces of the temporary bypass pipe.
• Supply and application of coating and lining materials, including epoxy coatings suitable for immersed conditions.
• Supply of blasting materials (e.g., Platinum slag B60 blasting material) for surface preparation.
• Delivery of materials to specified sites, including offloading and transportation arrangements.
• Preparation of surface and coating quality control plans.
• Compliance with technical specifications, safety, health, and environmental standards.

Technical Requirements

The technical specifications include:

• Surface preparation involving degreasing, salt removal, and blast cleaning to specified standards.
• Use of abrasive blast materials that meet ISO and NACE standards, with certification of conformity.
• Application of high-build epoxy coatings, compatible with polyurethane topcoats, applied under suitable environmental conditions (temperature, humidity).
• Visual and holiday testing of coatings, including low voltage wet sponge testing for pinholes.
• Proper packaging, transportation, and offloading procedures to ensure material integrity.
• Adherence to safety, health, and environmental regulations during application and delivery.
• Preparation of corrosion protection quality control plans and compliance with project specifications.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience and qualifications of the corrosion protection project manager, including passing relevant corrosion courses (e.g., Corrosion Engineering, Water Industry, NACE, ACA, SSPC).
• Certified proof of the project manager’s employment or agreement with the bidder.
• Administrative compliance, including registration with the Central Supplier Database (CSD), SARS tax compliance, CIPC registration, and B-BBEE certification.
• Technical capability to prepare and implement quality control plans, surface preparation, coating application, and testing procedures.
• Ability to supply and handle specialized materials such as blast cleaning abrasives and epoxy coatings according to specified standards.
• Logistical skills to deliver materials within specified timeframes and manage transportation and offloading effectively.
