Objectives

The primary objective of this tender is to procure courier services and Legionella analysis services at Majuba Power Station. The scope includes providing a range of services and commodities related to construction, maintenance, transportation, manufacturing, supply, and other operational activities, with a focus on compliance with health and safety standards and risk management.

Scope

The scope encompasses:

• Construction work as defined in Construction Regulations, 2014, including installation, demolition, excavation, scaffolding, civil works, and infrastructure modifications.
• Maintenance activities such as live line work, plant and transformer maintenance, electrical switching, boiler and transformer repairs, and cleaning services.
• Transportation services including employee, goods, chemical, hazardous, and waste transportation.
• Manufacturing and supply of items like conductors, MV motors, handling of poles, fuel, and hazardous substances.
• Additional services such as security consulting, event management, industrial cleaning, vegetation management, and emergency services.
• Other works including spill cleanup, site rehabilitation, diving, asbestos handling, radioactive materials, and waste disposal.
• Supply, delivery, and transportation of consumables, electronic equipment, stationery, catering, and other miscellaneous items.

The list is not exhaustive; additional services require a risk assessment to determine the appropriate risk category.

Technical Requirements

All suppliers must:

• Be COID registered or compliant, providing a valid letter of good standing or equivalent documentation.
• Submit proof of assessment and payment to the Compensation Fund or equivalent legislation from their country of origin.
• For international suppliers, submit relevant legislation if COID is not applicable; if they employ South African citizens, a COID certificate is required.
• Undergo an occupational health and safety (OHS) evaluation process as part of Eskom’s Supplier Management System.
• Reflect the joint venture name on all documentation or submit individual COID certificates.
• Address non-negotiable minimum OHS requirements, including submission of an OHS plan/manual, baseline risk assessment, OHS policy, proof of OHS competency, and a valid letter of good standing.
• Provide OHS costing reflecting the scope of work and associated risks, including PPE, training, safety equipment, and medical examinations.

Skills Requirements

Suppliers must demonstrate:

• Competency in occupational health and safety, with relevant training, knowledge, and experience.
• For safety professionals, SACPCMP registration (full-time or part-time as applicable).
• Ability to develop and implement OHS plans, conduct risk assessments, and manage safety controls effectively.
• Capability to provide technical and professional services, including consulting, auditing, and site-specific safety management.
• Experience in handling hazardous materials, working at heights, and executing construction or maintenance activities in high-risk environments.
