Objectives

The tender aims to outsource a service provider to deliver comprehensive employee wellness and support services for the Military Ombud over a period of three (3) years. The services include health screening, counselling, trauma intervention, legal and financial advice, online wellness platforms, training, team building, and wellness activities to enhance employee well-being, productivity, and resilience.

Scope

The scope encompasses:

• Provision of clinical, professional, and medical support services 24/7 for 63 employees and their dependents.
• Delivery of face-to-face, virtual, and telephonic counselling, including trauma debriefing and crisis intervention.
• Implementation of health screening, wellness days, and activity coordination.
• Offering legal, financial, family support, and life management services.
• Development and management of online health, wellness portals, and electronic advisory services.
• Training, coaching, team building, and wellness day activities.
• Establishment of complaints management processes and professional registration compliance.

Technical Requirements

The technical requirements include:

• 24/7 access to multilingual psychological support via toll-free lines, apps, websites, USSD, and live chat.
• Face-to-face counselling within 24 hours of referral, with initial sessions within one week, conducted by qualified employee wellness practitioners and clinicians across South Africa.
• Trauma debriefing within 12 hours of incident, with prompt crisis intervention services.
• Online wellness platform with interactive disease management tools, health information, quizzes, and personalized content.
• Regular wellness activities such as health screenings, biometric assessments, and wellness days with specified services (e.g., biokinetics, dietetics, massages, keynote speakers).
• Provision of legal, financial, and family support services by qualified professionals.
• Implementation of a complaints management system and adherence to procurement and contractual standards.

Skills Requirements

The service provider must demonstrate:

• Minimum of 10 years’ experience in employee assistance, health, and wellness services, especially supporting government and corporate clients.
• Professional registration with the Employee Assistance Programme Association (International and South Africa).
• Capability to deliver multilingual psychological and counselling services, including face-to-face, telephonic, and virtual support.
• Expertise in trauma debriefing, crisis intervention, and mental health support.
• Qualified legal, financial, and family support professionals with relevant experience.
• Strong online platform development and management skills for health and wellness portals.
• Effective complaints management and quality assurance processes.
• Ability to coordinate wellness activities, training, coaching, and team-building sessions.
