Objectives

The primary objectives of this tender are to carry out crack sealing works on specified roads within the Abaqulusi Local Municipality (Empangeni Region), with an emphasis on community engagement, local employment, and environmental management. The project aims to improve road conditions, generate employment opportunities through labour-enhanced construction, and ensure environmental and safety compliance throughout the construction process.

Scope

The scope of work includes:

• Establishment and de-establishment of site facilities
• Provision of traffic accommodation and safety measures
• Crack cleaning, priming, sealing, heating, and rolling
• Construction of temporary traffic control facilities
• Protection of existing services and infrastructure
• Environmental management and site rehabilitation
• Participation in the Expanded Public Works Programme (EPWP) and employment of local labour, youth, women, and persons with disabilities
• Implementation of environmental, health, and safety specifications as per project and national standards

Technical Requirements

The technical requirements encompass adherence to:

• Standard Specifications for Road and Bridge Works (COTO, October 2020)
• Project Specifications including environmental management, health and safety, and social development standards
• Specific crack sealing procedures: crack cleaning, priming (MSP1), sealing with Class CH-E1 binder, heating, and rolling
• Traffic management and safety measures compliant with the Road Traffic Act and relevant regulations
• Use of labour-enhanced construction methods where feasible, with supervision by qualified personnel
• Environmental controls including waste management, erosion control, and protection of existing services
• Participation in EPWP with specified employment and training targets
• Provision of PPE, tools, and safety signage in accordance with Occupational Health and Safety standards

Skills Requirements

The tender requires the following skills and qualifications:

• Qualified civil engineering or construction management personnel, including a full-time Construction Manager and Safety Officer
• Competent personnel for health and safety supervision, including appointed safety representatives and committee members
• Skilled workers trained in crack sealing, priming, heating, and rolling techniques
• Management and supervision staff with experience in labour-intensive and labour-enhanced construction methods
• Environmental officers responsible for compliance with environmental management plans
• Personnel trained in occupational health and safety regulations, including induction and PPE use
• Community liaison officers to facilitate local employment and social engagement
