Objectives

The primary objective of this tender is to appoint a Service Provider to perform structural and civil engineering work for the repair and refurbishment of the Dealesville Magistrate’s Office. The services aim to address structural, civil, electrical, mechanical defects, and infrastructure repairs, ensuring the building's functionality, safety, and compliance with relevant standards and legislation.

Scope

The scope encompasses:

• Basic structural and civil engineering services for repair and renovation of the Magistrate’s Office complex.
• Attendance to defects including roofing, tiles, window frames, cracks, structural failures, electrical fittings, perimeter fencing, air-conditioning, and civil infrastructure.
• Preparation of design documentation, procurement documentation, contract administration, inspection, and close-out services.
• Coordination with other disciplines such as electrical, mechanical, and environmental services.
• Compliance with legislation, standards, and environmental requirements, including environmental impact assessments and targeted procurement goals.
• Adherence to project milestones, reporting, and quality assurance procedures.

Technical Requirements

The technical requirements include:

• Provision of comprehensive engineering services as per the 2023 NDPWI Scope of Engineering Services and Tariff of Fees.
• Design and documentation for structural, civil, electrical, mechanical, and environmental aspects.
• Preparation of reports at each project stage: inception, preliminary design, detailed design, documentation, contract administration, and close-out.
• Implementation of Labour-Intensive Construction Strategies where applicable.
• Compliance with all relevant legislation, standards, and environmental regulations.
• Provision of construction monitoring, site inspections, and quality assurance.
• Coordination with other service providers and authorities.
• Preparation of final documentation, as-built drawings, and operational manuals.

Skills Requirements

The tender mandates the following skills and qualifications:

• Registered professional structural and civil engineers or technologists registered with the Engineering Council of South Africa (ECSA).
• Multidisciplinary team members with relevant expertise in electrical, mechanical, environmental, and construction management.
• Proven experience in structural/civil engineering projects, especially in repair and refurbishment of similar facilities.
• Demonstrated capability in project management, contract administration, and quality assurance.
• Ability to prepare detailed design reports, construction documentation, and procurement strategies.
• Knowledge of legislation, environmental regulations, and targeted procurement policies.
• Effective communication, coordination, and reporting skills.
• Capacity to implement labour-intensive construction strategies and environmental management plans.
