Objectives

The primary objective of this tender is to supply the latest RSA farm portion ownership data, including owner names and ID numbers, to support planning and coordination efforts related to land management, compliance, and environmental initiatives by the Department of Environment, Forestry and Fisheries (DFFE).

Scope

The scope encompasses the delivery of comprehensive farm ownership data covering approximately 370,000 land parcels across RSA. The data must include unique identifiers such as the 21-digit Surveyor-General code, owner names, and relevant registration numbers (ID, Trust, or Company numbers). The data will be used for WfW planning, land intervention coordination, and enforcement activities.

Technical Requirements

• Provision of the latest farm portion ownership data as specified in Annexure A.
• Data must include owner name, ID number, and a unique 21-digit Surveyor-General code.
• All delivery costs and applicable taxes, including VAT, PAYE, income tax, UIF contributions, and skills development levies, must be included in the bid price.
• The quotation must be on the company's letterhead, reflecting item descriptions, validity, banking details, contact information, and CSD MAAA number.
• No goods/services should be delivered before an official order is received from DFFE.
• The service provider must submit a valid quotation aligned with the specified guidelines.

Skills Requirements

• Proven experience in data provision and management related to land ownership or cadastral datasets.
• Ability to compile, validate, and deliver large datasets accurately and securely.
• Knowledge of RSA land registration systems, Surveyor-General codes, and relevant registration authorities (CIPC, CSD).
• Capacity to ensure data confidentiality, integrity, and compliance with relevant legislation, including tax laws.
• Effective communication skills to coordinate with DFFE and respond to requests for additional information or validation.
