Objectives

The primary objective is to deliver comprehensive renovation and repair services for the boathouse situated at Hermanus Harbour. The project aims to restore structural integrity, upgrade essential utilities, improve weatherproofing, and ensure the facility complies with municipal health and safety standards for operational use.

Scope of Work

The successful service provider must complete all works within 90 days of receiving an official order. The scope includes:

• Replacement of 10 broken IRB sheets and 10 ceiling boards.
• Brick-up of two rear-left windows and one fire door.
• Replacement of rusted garage door runners and installation of a new wooden awning above the garage to prevent rain ingress.
• Installation of a perimeter water channel and excavation of a trench for stormwater runoff piping.
• Cleaning and installation of green vinyl flooring across 85 square metres.
• Electrical upgrades: rewiring and replacing four industrial 220V 16A plug sockets, one exterior/interior light switch socket, and covering all cable holders using 2.5mm² flat twin and earth cable.
• Installation of an external water pipe routed into the building.
• Kitchen fit-out: installation of a single zinc countertop with tap, 15mm polycoated water piping, flexible hoses, and fittings. Piping must be prepared for future hot water connection, and the zinc drain pipe must be repaired.
• Repair and repainting of internal walls, trusses, and ceiling boards in white.
• Replacement of two structural trusses and five window glass panes.

Technical Requirements

• Quotations must be submitted on official company letterhead, clearly stating pricing validity, banking details, and a valid Central Supplier Database (CSD) MAAA number.
• All prices must be firm, inclusive of delivery, VAT, PAYE, UIF, SDL, and any other statutory levies.
• Bidders must attend a compulsory site briefing and submit a valid Food Premises Certificate issued by the local municipality in the bidding company’s name.
• Completion of Standard Bidding Document (SBD) forms SBD4 (Bidder’s Disclosure) and SBD6.1 (Preference Points Claim Form) is mandatory.
• All works must adhere to South African construction, electrical, and plumbing regulations. Illustrative images or brand references indicate acceptable equivalents unless explicitly restricted.

Skills Requirements

The scope necessitates a coordinated team of certified trades professionals, including:

• Project managers/general contractors for site supervision and timeline compliance.
• Licensed electricians for rewiring, socket replacement, and lighting installations.
• Qualified plumbers for drainage trenching, water channel installation, and kitchen sink/piping setup.
• Skilled roofers and carpenters for IRB sheet replacement, awning fabrication, truss replacement, and window glazing.
• Masons for precise brickwork infill.
• Flooring technicians for subfloor preparation and vinyl laying.
• Professional painters for interior wall, truss, and ceiling finishing.

Key Terms & Unusual Requirements

• 80/20 Preferential Procurement System: Evaluation allocates 80 points for competitive pricing and 20 points for transformation goals. Points are awarded if the entity holds more than 50% ownership by historically disadvantaged groups (Black people, women, or persons with disabilities). CIPC ownership certificates are required as proof.
• CSD MAAA Number: A National Treasury-issued identifier verifying a supplier’s registration, tax compliance, and accounting authority status for public sector contracts.
• Food Premises Certificate: A municipal health compliance document mandated due to the kitchen installation, ensuring the workspace meets sanitation and food safety regulations.
• SBD Forms: Standardised South African government procurement declarations. SBD4 discloses conflicts of interest and state employment affiliations, while SBD6.1 formally claims preference points under the Preferential Procurement Policy Framework Act.
