Objectives

The primary objective of this tender is to procure a qualified service provider to deliver intermediate, outcomes-based Demand Management training to Supply Chain Management (SCM) officials within the South African Medical Research Council (SAMRC). The training aims to build internal capacity, improve planning accuracy, and ensure SCM practices align with legislative and institutional requirements, ultimately enhancing service delivery, reducing wastage, and ensuring compliance with public sector SCM regulations.

Scope

The scope of the project includes:

• Conducting a needs analysis and applying demand forecasting techniques.
• Developing a structured demand planning framework aligned with SCM prescripts and compliance standards (e.g., National Treasury regulations, PFMA, PPPFA).
• Preparing and managing the Annual Procurement Plan (APP) / Demand Management Plan (DMP).
• Applying spending analysis to identify trends and cost-saving opportunities.
• Strengthening inventory and stock management practices.
• Conducting market analysis and applying strategic sourcing principles.
• Introducing and utilizing systems, tools, and analytics (e.g., ERP, spend analysis tools).
• Enhancing cross-functional collaboration and stakeholder engagement.
• Strengthening reporting practices and overall governance.
• Providing customized training materials, tools, templates, checklists, SOPs, and manuals.
• Delivering a 1-day workshop for up to 16 practitioners and senior management, including the CFO, with logistics organized by the provider.

Technical Requirements

The technical requirements for the tender include:

• Facilitator must be an ETDP SETA accredited or hold relevant equivalent accreditation.
• Facilitator must have extensive experience in public sector SCM, PFMA-related regulations, and procedures.
• Training must incorporate practical exercises, real public-sector case studies, group discussions, and scenario-based analysis.
• Training materials, tools, templates, checklists, SOPs, manuals, and final reports must be provided.
• Facilitator should be capable of addressing FAQs and managing interactive sessions effectively.
• Travel and related expenses should be included in the final bid.

Skills Requirements

The skills and qualifications required from the service provider and facilitator include:

• Proven expertise in public sector demand planning and SCM.
• Experience in procurement lifecycle management and strategic sourcing principles.
• Strong data analytics and demand forecasting skills.
• Knowledge of regulatory compliance, including PFMA, PPPFA, and National Treasury regulations.
• Minimum of 8-10 years’ experience in SCM, with at least 5 years as an ETDP SETA-accredited facilitator.
• Relevant qualifications in SCM and public procurement.
• Demonstrated project experience with at least three verifiable references from recent training projects within the last three years.
• Ability to develop and deliver engaging, outcomes-based training sessions tailored to public sector SCM practitioners.
